150 AEs from R&B on deputation in RDD since Aug '14

JAMMU, July 27: More skeletons are tumbling out from the cupboard of prolonged deputation of engineers from PWD R&B to other departments, as around 150 Assistant Engineers (AEs) are on deputation in Panchyati Raj and Rural Development (RD&PR) following creation of new 177 blocks in August 2014. Moreover, PW(R&B) administrative department allegedly turned a blind eye to the deputations, virtually giving a freehand to middlemen running the transfer industry.
However, some of the AEs have managed to get repatriated in their parent department. "With creation of 659 new administrative units in July 2014, the number of blocks has gone to 177", sources said, adding that to provide instant staff to new blocks AEs were deployed from PW(R&B), but after five years they were not transferred.
"We are waiting for our transfers for last two years, after completing maximum time of stay as per government rules, but unfortunately, the administrative department seems least bothered about us", said an AE posted in Jammu district, alleging that a senior engineer who has connections in administrative department got posted some of the AEs at good places. The administrative department apparently turned a blind eye, letting the senior engineer to order transfer of any AE who is close to him.
"The senior engineer also operates through his touts. He tries to destablise any AE who is sitting on a good post", the sources said.
"We appeal the Governor to rescue us. An overhaul in PW(R&B) is required without any further delay", sources said, adding that presently there are no rules in the department. "The administrative department is functioning in very ambiguous manner, there is no transparency. Any AE can jump to post of Superintending Engineer or even Chief Engineer", they said, adding that seniority in the department does not matter.
"I also appeal, Advisor K. K. Sharma to conduct a probe over prolonged overstay/deputation engineers in other departments," sources added.
