Kashmir achieves only 60 percent road macdamisation target: Courtesy shutdown | | | Ishtiyaq Ahmad Early Times Report Srinagar, Oct 10: The exodus of non-local labourers from the valley has hit the developmental works in Kashmir. This could be gauged that over 40 percent of road macdamisation target is uncompleted in Kashmir. Official figures accessed by Early Times reveal that government has completed only 600 kilometers of road macadamization against the target of 1000 kilometers across the Kashmir during 2019-2020. The target could not be achieved because the non-local skilled lanourers have left the valley. Over five lakh labourers from Bihar, Uttar Pradesh, Rajasthan, Jharkhand, West Bengal, come to Kashmir every year to make their bread and butter. These days rarely any non-local labourer could be found across the Valley. Developmental works in Kashmir are dependent on these many skilled labourers. However, all the developmental works have come to grinding halt as non-locals labourers fled the Valley. "We could not achieve the target of 1000 km due to the prevailing situation as no labourer was available in the valley due to which work halted," the official said. He said most of the works of PMGSY, Economic Reconstruction Agency, Roads and Buildings Department, cement factories, brick kilns, are largely dependent on non-local skilled labourers. Asked whether the macdamisation was possible as the temperature has dipped below 25 degree Celsius, he replied, "The macdamisation process is not possible now as there is dip in temperature." The Kashmir has a limited working season from April to October and the region's developmental activities are worst affected when there is some disturbance in the Valley. The non-completion of developmental works would result in affecting the economy here. In Kashmir over Rs 2000 crore worth projects are at different executions. The government had set the target to complete almost 1800 languishing projects by end of this year. "The work has been stopped on all these projects. Construction works will be restarted only when skilled labourers are available here," an engineer of Roads and Buildings Department said, wishing not to be quoted by name. "We want outside engineers and other skilled labourers to return back but they seem reluctant to come here. The work on major construction projects is not possible unless these people return to the Valley," he said. |
