Panchayat members to take administrative control of 21 Deptts | At Gram Panchayat level | | Ishtiyaq Ahmad Early Times Report SRINAGAR, Nov 28: Devolving more powers to grassroots, Panchayat representatives are being assigned administrative control of 21 departments to look all developmental works at Gram Panchayat level in Jammu and Kashmir. There 4,490 Sarpanch and 35096 Panch constituencies in Jammu and Kashmir. A top official of Rural Development Department said that Centre has directed Jammu and Kashmir administration to empower panchayats at maximum level. There are 21 departments including Rural Development, Social Welfare, Health, Education, Power, Horticulture, Fisheries and Agriculture, which come under the administrative control of Panchayat members, the official said. "Panchayat members are being assigned from these departments at Gram Panchayat level," the official said. He said that Panchayats could also generate their own funds through fees for building permission, advertisement and hoardings. "The recently elected chairperson of block development council and district development commissioners will be monitoring developmental works in their respective areas," he added. An official at Director of Rural Development Department Kashmir said government has allotted 21 departments to Panchayat member to maximum places in Kashmir at Gram Panchayat level. "If Gram Panchayat comprises of seven Panches and Sarpanches then multiple departments will be allotted to one member. If there are more than 21 Panches in a Gram Panchayat, then more than one member will share powers for looking after to each department," he said. Panchayats, in addition to being involved in the selection of eligible beneficiaries for various government welfare schemes, can get Rs 50 lakh-80 lakh per year for implementation of key national schemes such as the National Health Mission, Samagra Shiksha etc. The Centre has released Rs 1000 crore to panchayats in Jammu and Kashmir. "Further Rs 700 crore will be released in next few months. Government wants funds on development works to be spent through Panchayat members," sources said. Govt officials have also been told to review the progress of works initiated after 'Back to Village 1.0 held in June this year. |
