Violating Universities Act 1969, JU fails to appoint whole-time Registrar for over 16 years | Ineligible professor appointed as Registrar, LG office directs JU to appoint permanent one | | Early Times Report JAMMU, Nov 28: The successive administration of University of Jammu, over the last 16 years, has been failed to appoint a whole-time officer as Registrar, thus violating the Kashmir and Jammu Universities Act 1969. Apart from such continuous violation of the Act, the incumbent administration of JU has now appointed an ineligible officer as Registrar, who has crossed the age limit of 60 years. The office of Lieutenant governor has also forwarded a communiqué to the University of Jammu to appoint an eligible officer to the post of Registrar and also to expedite the process for the appointment of Registrar as per prescribed norms/statutes of the Kashmir and Jammu Universities Act 1969. The Kashmir and Jammu Universities Act 1969 in the title Registrar reads, "The Registrar of a University shall be a whole-time officer and shall be appointed by the University Council on the recommendation of the Selection Committee, constituted under Section 36( 1). The terms and conditions of service and the emoluments of the Registrar shall be such as the University Council concerned may from time to time prescribe". According to sources the Jammu University administration has not appointed a whole time officer as Registrar for the last over sixteen years. "The last time a full time Registrar was appointed during the tenure of Professor RL Sharma was Vice Chancellor but after him four Vice chancellors Dr. Amitabh Mattoo, Dr. Varun Sahni, Prof. MP Isher, Dr. RD Sharma and Prof. MK Dhar had not appointed full time officer as Registrar", sources said, adding that officers on interim arrangements had been appointed as Registrar. The appointment of Registrar on temporary arrangement basis had been going on for the last over sixteen years in violation of Universities Act but the incumbent administration went further to appoint an ineligible officer as Registrar. "In the University Council a proposal was forwarded to increase the age of superannuation of the officials from 60 to 62 years but Council had rejected the same as for non-teaching posts the age of superannuation was 60 while for teaching faculty the age was 62 years", sources said, adding that violating the University Council's decision the JU admin has now appointed Dr. RK Ganjoo Professor of Geology, as Registrar, who has already crossed the age of 60 years. Taking strong exception of the decision to appoint Prof R. K Ganjoo, who has crossed the age of 60, the Lieutenant Governor office has directed the JU administration to appoint an eligible official as Registrar as Prof. Ganjoo is ineligible for the post. Moreover the LG office has also directed the JU admin to appoint a full time officer as Registrar but according to sources, time and again the JU advertised the post of Registrar and invited applications to appoint a full time Registrar but every-time the process failed to see the daylight. "We have every hope that during LG's rule, the JU authorities may stop violating the Universities Act 1969 and appoint a permanent Registrar and only time will tell", an official said. |
