It's a heyday for Govt employees of JK, Finance Dept gives nod to salary enhancement

JAMMU, Nov 28: It is time for the government employees of Jammu and Kashmir to have jubilations at large as the administration finally approved the enhancement of their monthly salaries at par with the 7th pay commission recommendations in the newly created union territory of Jammu and Kashmir.
Two back to back orders were issued by the department of finance on Thursday in which grant of transport allowance and grant of Child Education Allowance (CEA) was approved, thus leaving more than 4.5 lac government employees all euphoric and joyous.
As per the government order no 473 of 2019, Dated 28-11-2019, the amount for reimbursement of Children Education allowance will be RS.2250/-per month (fixed) per child. This amount of RS.2250/- is fixed irrespective of the actual expenses incurred by the Govt. Servant. In order to claim reimbursement of CEA, the Govt. servant should produce a certificate issued by the Head of the Institution for the period/year for which claim has been preferred.
As per the government order, the reimbursement of Children Education Allowance/Hostel subsidy can be claimed only for the two eldest surviving children with the exception in case the second child birth results in twins/multiple birth. In case of failure of sterilization operation, the CEA/Hostel Subsidy would be admissible in respect of children born out of the first instance of such failure beyond the usual two children norm.
Another Order having No 472 of 2019, dated 28-11-2019 accorded to the grant of Transport Allowance in favour of employees of the Union Territory of Jammu and Kashmir. Accordingly employees will get paid 3600, 1800 and 900 per month as Travel allowance based on their pay level.
Furthermore, Physically disabled employees viz. visually impaired, orthopedically handicapped, deaf and dumb/hearing impaired, spinal deformity, shall be paid Transport Allowance at double the normal rates, which shall, in no case, be less than Rs.2250/- p.m. plus applicable rates of Dearness Allowance. Benefit of Conveyance Allowance available to above categories of employees under Article 328-E of J&K CSR Vol-I shall not be available.
Pertinent to mention that Early Times newspaper in its detailed report published on November 26 highlighted why the enhancement of salaries of the government employees was not being done in spite of the fact that same was promised by the helmsmen a month back.
The central government on October 22 had said all government employees of Jammu, Kashmir and Ladakh would get financial facilities as per the 7th Pay Commission's recommendations from October 31. The decision will help over 4.5 lakh government employees of these UTs. The government will bear around Rs 4,800 crore worth of cost due to the implementation of the 7th Pay Commission in the UTs.
Central government on November 1 formally revoked the state of Jammu and Kashmir's constitutional autonomy and split it into two federal territories in an attempt to integrate it fully into the country.
At midnight on October 31, the state was formally taken under direct control and split into the territories of Jammu and Kashmir, and Ladakh, bringing an end to decades of semi-autonomous rule.
