GCET Jammu not being governed by UGC, AICTE rules?
No fixed tenure for Principal, HoDs

JAMMU, Mar 9: Despite being debated on several occasions in the erstwhile State Legislative Assembly, the basic requirements of Government College for Engineering and Technology (GCET) Jammu are yet to be fulfilled.
Highly placed sources told Early Times that Harsh Dev Singh, ex-MLA Ramnagar and Balwant Singh Mankotia, the then MLA Udhampur, had raised the issues confronted by the College in J&K Legislative Assembly on many occasions, seeking fulfillment of basic requirement for the college.
Astonishingly, the guidelines laid down by the University Grants Commission (UGC) and the All India Council for Technical Education (AICTE) with respect to the tenure of Principal as well as Head of Departments (HoDs) is not being not being implemented in GCET Jammu.
“The incumbent Principal has completed seven years and still he continues against the maximum tenure of five years fixed by the two major governing bodies of higher education i.e. UGC and AICTE. It is the duty of government to constitute a committee for rotational tenure for the Principal of the institute as well as well as for the heads of different departments of the College, an opportunity should be given to the other faculty members of GCET by incorporating rotational headship tenure system like NITs, IITs and Jammu University so that they can also prove their worth”, sources said.
They said that the college has neglected by successive state government for past 25 years. “Since J&K has become a Union Territory, it is required that the College must be governed by a visionary and experienced academician”, they said.
Sources further said that the college has also suffered a lot in last two and a half decades due to non-availability of recruitment rules for the non-teaching staff.
“Another discriminatory part is that the non-teaching staff including technicians and class-IV staff remained stagnated for the past 25 years on the same post on which they were appointed due to non-existent recruitment rules thanks largely to inefficiency of the College and Higher Education department”, they said and added that insufficient transportation facility further creates hurdle for the students and the staff as well.
“As the College is situated 25 kms away from Jammu city, there is poor public transport facility for over 1200 students. The students reach College on their own”, they added.
Meanwhile, Principal Secretary Higher Education, Navin Kumar Choudhary could not be contacted for his comments despite repeated calls.
