No special TA for move employees to save more than Rs 2.5 crore of exchequer | From saner voices, Govt decision winning praises | | Early Times Report jammu, Apr 11: The Jammu and Kashmir government's decision to abrogate the centuries old practice of Darbar Move is set to save hundreds of crores of public money this year and the beginning in this regard has been made by withholding the Special Move TA of Rs 25,000 disbursed otherwise in favour of each move employee. The government order issued on April 10 in which it was declared that the civil secretariat will function from both Jammu as well as from Srinagar clearly indicated that in contrary to the past practice of disbursing Rs 25000 as a Special Move TA in each move employee's favour shall no longer remain in vogue. The government has directed administrative secretaries and departments with single Head of Department (HOD) to ensure their functionality in their respective departments, both at Srinagar and Jammu. Interestingly, the government has also directed Srinagar Municipal Corporation (SMC) to carry out extensive fumigation and sanitation in civil secretariat, other moves offices, residential colonies and hotels being provided to employees. Meanwhile, the order issued by the government is wining praises of people who term it as a vital measure towards saving precious public money. The 'Darbar Move' was started in 1872 by Maharaja Gulab Singh to escape the extreme heat during summers in Jammu and biting cold of winters in Srinagar. The practice was continued by elected governments post-Independence. "More than 148 years later such a practice has been stopped and it is a welcome measure. It will save people's money and expose them to lesser hardships while getting the grievances addressed at the power corridors," says a Jammu based Civil Secretariat official. The erstwhile state of Jammu and Kashmir was the only region in the country that had two capitals, Srinagar and Jammu. Every year, in May and October-November, the capital and secretariat shift from one capital city to the other city to escape the extreme weather conditions in the two regions. The summer capital opens in Srinagar in May and the winter in Jammu in October. The relocation of capital and secretariat from Jammu to Srinagar is called the Darbar Move. |
