Engineers resent posting of I/C AEEs Electrical on civil cadre posts

JAMMU, May 17: Civil Engineers borne on the cadre of Power Development Department held a meeting here today to discuss the issue of posting of I/C Assistant Executive Engineers (AEEs)- Electrical on AEE Civil cadre posts in Power Development Department. The members strongly resented the order issued by Managing Director Transmission vide no-53-MD of 2020 Dated-14/05/2020 wherein two I/c Assistant Executive Engineers-Electrical have been posted against the post of AEE- Civil in TLMD-VIII and TLMD-V Divisions which has not only marred the promotion prospect of incumbent Assistant Engineer-Civil borne on the Cadre of Power Development Department and at the same time it’s a compromise to the technical acumen attached to the nature of job of a Civil Engineer. These posts had been specially created by the Administrative department keeping in view the nature of the duties to be carried out by AEE-Civil.
Amidst the limited promotion opportunities available for the Junior Engineers-Civil recruited in Power Development Department, promoted as Assistant Engineer vide Govt Order No-01 of PDD OF 2009 Dated – 01/01/2009, having completed more than 10 years as Assistant Engineer and having cumulative experience of more than 31 years in the department as we were appointed in year 1988 but today by a single order have been deprived of the opportunity of a promotion.
It is pertinent to mention that the Sweety Pargal is a Diploma Engineer appointed in year 1999 and subsequently incorporated in Degree Engineer-Elect. In the year 2018 vide Govt order No 31.12.2018.The said official was promoted to the post of Assistant Engineer Elect in the year 2019 and without having completed requisite eligibility criteria of serving minimum 2 years as Assistant Engineer Elect was promoted as I/c Assistant Ex Engineer in same year 2019 in violation of all criteria as laid down in Gazettted Services Engineering Recruitment rules for the reasons best known to administrative department. She being I/c AEE Elect has been posted against post held by Rajinder Pandita AE-Civil holding charge of AEE-Civil and is retiring in March 2021. Similarly Rajesh Kumar I/c AEE Elect a 1993 batch appointee has been posted on the post earmarked for AEE–Civil being currently held by Rajni Kant an Assistant Engineer Civil in TLMD-V who is a 1992 appointee.
At this juncture, the posting of such a blue eyed officers to the post earmarked for AEE-Civil speaks volumes of impropriety and malafide intention to mar the promotion opportunity and compromise the technical nature of post earmarked for manning by an experienced civil engineer.
The aggrieved Civil Engineers hoped that necessary instructions are passed in this context on priority; otherwise they shall be forced to raise this issue with Lieutenant Governor to bring to his notice the injustice being meted out to them.
