Irrigation Deptt fails to formulate Perceptive Plan for created IP | Guidelines under AIBP overlooked | | Early Times Report
Jammu, June 12: The casual approach of the Irrigation Department towards execution of various irrigation related schemes under Accelerated Irrigation Benefit Programme (AIBP) and thereby better utilization of the created Irrigation Potential can be gauged from the fact that despite lapse of years, the department has failed to formulate Perspective Plan. Sources told Early Times that the department has not shown its keenness to formulate the strategies for the utilization of the created Irrigation Potential. Not only this, even the schemes were not selected for execution even after formulation of Detailed Project Reports (DPRs). They further said that the guidelines of Accelerated Irrigation Benefit Programme (AIBP) were not taken into cognizance while planning, prioritizing and executing the schemes, which led to the failure of the many schemes, which were intended to provide benefit of irrigation to the farmers with motive to boost agricultural sector of the State. “As per rules, the Perspective Plan needs to be formulated and the guidelines approved under AIBP should be adhered to while execution of any irrigation schemes. Even there is clear direction that only approved schemes should be taken up for execution but it has been observed that this aspect of the scheme has not been followed with letter and spirit by the concerned department,” they added. They further informed that the department has adopted a different yardstick to prepare project/ schemes as per the need of the area, availability of Irrigation Potential and demand of the general public and accordingly submitted to Government for approval/ sanction and release of funds so that IP in non-irrigated area be capitalized up to maximum extent. |
