Violating its own transfer policy, GAD prematurely transfers several employees | | | Early Times Report
Jammu, Feb 11: In total violation of its own transfer policy, the General Administration Department (GAD) has prematurely transferred several employees including Junior/Senior/ Head Assistants and other staff within a span of one year while some employees having stay of over one decade remain untouched by the department due to reasons best known to the authorities concerned. According to the transfer policy issued by GAD vide order number 861-GAD of 2010 and GAD order number 948-JK (GAD) of 2020, the section 12 reads, “The minimum tenure of an employee at one station shall be two years and a maximum of three years except for the stations falling in category ‘D’, where maximum tenure shall be of 2 years. However the GAD in the span of last ten months has issued several transfer orders, out of which one transfer order was issued vide order number 413-JK (GAD) of 2020 dated 20/03/2020 according to which a total of 38 employees of J&K Secretariat (Subordinate) Services were transferred. Similarly vide order number 730-JK(GAD) of 2020 dated 27/07/2020 transfers and postings of the members of J&K Secretariat (Subordinate) Services was orders transferring a total of 70 employees and the latest transfer order was issued on 8/2/2021 and 10/2/2021 transferring a total of over one hundred non-gazetted employees of Subordinate services. Giving reference to the above mentioned orders, sources said that over two dozen employees have been prematurely transferred by the GAD itself. “Some employees have not even completed one year of their tenure at the posts, while as per transfer policy, they have to stay there for a minimum of two years and maximum of three years”, sources said and give reference to the names and serial number of employees transferred prematurely. Sources further said that at one hand some of the employees have not been allowed to stay at their places for a minimum tenure while on the other hand, two employees in the GAD itself have been overstaying there for the last over one decade. “One employee is overstaying in GAD for the last over 13 years while other is for the last over 10 years”, sources said, adding that it was beyond imagination why transfer policy was not uniformly implemented across all employees. “During the tenure of elected governments, it was a routine affair that transfer policy was openly violated and the employees holding close allegiance to power corridors remained stationed at their posts for decades together and those having no connections remained on transfer-spree but it is quite surprising that transfer policy is still being violated by the GAD itself”, an official pleading anonymity said. Commissioner Secretary GAD Manoj Kumar Dwivedi and Additional Secretary GAD Rohit Sharma didn’t pick up their phones for comments. |
