DC Kishtwar issues circular, asks departments to explain their position | Functioning of Marwah offices at Kishtwar | | ASIF IQBAL NAIK Early Times Report JAMMU, Feb 23: After Early Times carried a detailed story on closure of 13 major government departments in Marwah Sub Division in its edition on February 15, Deputy Commissioner Kishtwar today issued a circular asking the departments to explain their position on whose permission their offices are functioning from District Headquarter instead of at Sub-Division Headquarter Marwah. DC Kishtwar Ashok Kumar Sharma vide Circular No. DDCK/E&S/Cir 194/20-21/9924-74 Dated 23-2-2021 stated that "The complaints are pouring in that some of the offices of Sub-Division Marwah are working/functioning from District Head Quarter Kishtwar due to which the general public of the area faces lot of problems as they have to travel to Kishtwar for resolving their issues related to these departments." added that "However, it is presumed that all Sub Division/Block/Tehsil level offices shall have to work/function from their respective Headquarters and requires permission from the government/competent authority for its functioning from District Head Quater.". The circular asked the concerned District/sectoral officers whose offices of Sub-Division Marwah are functioning from District Headquarter to furnish the details that on whose permission the said offices are operating from District Headquarter Kishtwar within two days positively failing which disciplinary action under rules shall be initiated against the defaulters found if any. The PIL in this regard stands filed before the High Court of Jammu and Kashmir by police and social activist from Marwah Ghulam Rasool Magrey. As reported the absenteeism culture in Marwah Sub-Division of Kishtwar continuous to fail the poor people of the area for the want of public delivery at the time when they needed them most since the area is presently cut off from rest of the country due to closure of mountains after snowfall. Early Times had reported that Sub-Divisional Magistrate Marwah found 13 major government departments missing from the area and in his communication address to Deputy Commissioner Kishtwar inform him about the surprise inspection of various Government offices and Enquiry into the unauthorized absence of government employees. The Communication No: SDM/M/GEN/2225-40 Dated 13-2-2021 informed DC Kishtwar that during surprise inspection of the offices by him, it was found that office of CDPO Marwah (ICDS), TSO FCS&CA Marwah, HDO Marwah (Horticulture) SADO Marwah (Agriculture), TSWO Marwah (Social Welfare), ZEO Marwah (Education), Principal HSS Marwah (Education), Range Officer Forest Officer Marwah (Forest), Sheep and Wool Development officer Marwah (Sheep Husbandry Department) were found locked while non-vacation staff from ZEO office Marwah and HSS Marwah also found absent. Similarly, only Chowkidar was found present in the office of Block Development Office Marwah and attendance register was not found in office and reportedly lying at Kishtwar. During surprise inspection, SDM Marwah found that the Office of Treasury Officer Marwah and Executive Engineer PWD R&B/PMGSY Marwah have not been found to be functioning from HQ Marwah. "Detailed staff list of defaulting employees shall follow after seeking comments from concerned District officer. It is as such requested to take necessary action in the matter on priority so that various Govt Offices of Sub Division Marwah start functioning from HQ Marwah" the communication further reads. "Let's hope for concrete action on part of the government to make Marwah Sub Division based offices functional at respective Headquarter and Tehsils-I and every resident of Marwah Sub Division is watching and pinning hope on District Administration Kishtwar" said Ghulam Rasool Magrey while reacting on DC Kishtwar's fresh circular. |
