Pahari speaking people of Uri-Baramulla denied reservation certificates, youth may lose out on jobs | RTI application, correspondence from higher-ups fails to move office of DC Baramulla | | Jehangir Rashid Early Times Report
SRINAGAR, Mar 5: For the past four and half months the office of Deputy Commissioner, Baramulla is sitting over a correspondence directing it to take action on the matter involving issuance of Pahari Speaking People (PSP) certificate in favour of the Pahari speaking people of the district. On October 19, 2020, Under Secretary, Department of Revenue shot a letter to Deputy Commissioner, Baramulla asking him to take appropriate action on the representation submitted by Pahari Association Uri with respect to issuance of PSP certificate in favour of the people of Uri in the Baramulla district. “I am directed to forward herewith a copy of representation submitted submitted by Pahari Youth Association Uri regarding the subject cited above and request you to kindly take appropriate action in the matter under rules under an intimation to this department,” reads the correspondence shot by Under Secretary, Department of Revenue under correspondence number Rev/Gen/32/Sgr/2020 dated 19-10-2020. This correspondence was shot after a group of Pahari youth on August 25, 2020 submitted before Farooq Khan, advisor to Lieutenant Governor, Manoj Sinha that mismanagement is taking place in the issuance of Pahari certificates. The same complaint was forwarded to the first appellate authority of the office of Deputy Commissioner, Baramulla. In the meantime, Naveed Bukhtiyar, Youth-Coordinator, Jammu and Kashmir Right to Information Movement (JKRTIM) moved an RTI application with the office of Deputy Commissioner, Baramulla seeking Xerox copies of documents showing action taken on the complaint and also Xerox copies of documents showing inquiry was conducted on that complaint. The RTI application was moved on 29-09-2020. The Public Information Officer (PIO) of Deputy Commissioner, Baramulla did not reply to the RTI application following which the RTI applicant appealed before the first appellate authority of the office of Deputy Commissioner, Baramulla. Since there was no response from here as well the RTI applicant moved the first appellate authority of Department of Revenue. “Tehsildar Uri and other revenue officials are not issuing reservation certificates to the Pahari speaking people on the pretext that their identification is mandatory by the concerned Lambardar and Chowkidar which is against law and the Reservation Act 2020. Before 2019, identification of Pahari speaking people was being done by members of Pahari advisory board who were appointed by General Administration Department (GAD) and the board has been dissolved,” said Naveed while sharing views with Early Times. Naveed said that last year the Department of Social Welfare empowered the tehsil offices for issuance of PSP certificates but they are now being denied the same identification. He urged the Lieutenant Governor to issue necessary directions to the administration especially the revenue department to issue PSP certificates to the members of Pahari community who have been brought under a separate reservation category in April 2020. Naveed said the needless delay in issuance of these certificates is bound to affect thousands of candidates who may suffer and lose their chances in the fresh recruitment initiative taken by the government. The educated unemployed youth of Uri are also up in arms against the local administration alleging unnecessary delay in issuance of PSP certificates to the youth of the community, thus depriving them of benefits of reservation in fresh recruitment drive. When contacted Bureeda Majid, Secretary Pahari Speaking Board (PSB) exuded confidence that the matter would be resolved soon as it has been projected before Farooq Khan Advisor to the Lieutenant Governor. She said she has been assured that the matter would be resolved soon. “I have talked to Farooq Khan, advisor to Lieutenant Governor in this regard. The advisor said that he would take up the matter with the Deputy Commissioner, Baramulla. Once the matter would come up before the higher authorities it is expected that it would be resolved soon,” said Bureeda. |
