Failure of JaKeGA to formalize agreements with user Deptts becomes stumbling block | Project of Government to Citizen Services hangs in balance | | Early Times Report
Jammu, Mar 5: The much ambitious project of providing services from Government to Citizen (G2C) through Common Service Centres (CSCs) could not see the light of day due non formalization of agreement with the user departments by Jammu and Kashmir e-Governance Agency (JaKeGA). Sources told Early Times that in order to materialize the project it was required to obtain the commitment of participating departments through formalization of an agreement with those departments who had agreed to offer their services electronically. They further said that JaKeGA, which was the main agency for execution of the project failed to sign any Memorandum of Understanding with the identified user departments for providing G2C services through Common Service Centres resulting user departments didn’t show accountability in providing delivery of its services in an integrated manner. They further said that due to lack of coordination and accountability of four user departments including Power Development Department, Election Department, Rural Development Department and Revenue Department expressed their reservations citing that the departments had already initiated process for online services or were online or have some technical constraint in appointing a nodal officer for the same. The reason behind the delay in the project has been attributed to JaKeGA for not creating adequate awareness among the line Departments and bringing them under MoU, which in turn delayed the information gathering process. |
