Officers to be held responsible for missing deadline, cost escalation of development projects | | | Early Times Report
Jammu, Apr 6: As missing deadlines and cost escalation has become a routine affair in developmental projects in J&K, the government on Tuesday reconstituted a standing committee to assess the proposals for administrative approval to the revised cost of projects. As per order issued by the GAD, aim of this panel is to assess the reasons for time and cost over-runs against the pre-defined parameters so as to reduce the scope for discretion and open ended cost and time escalation. The panel will also undertake detailed examination of the basis/reasons for cost and time over-runs before recommending the accord of Administrative Approval to the revised cost of projects valuing above a given threshold to ensure an element of structured accountability in project implementation and to fix responsibility of the concerned officers in every case in which the over-runs are not justified. Sanction accorded to reconstitute the panel in supersession of all previous orders on the subject for assessing proposals of Administrative Approval to the revised cost of projects. Principal Secretary Housing and Urban Development will be chairperson of the project while as administrative secretaries of PDD, PWD, Jal Shakti Development, Planning and Monitoring Departments would be its members. |
