GDC Vijaypur: College staff abused us, allege contractual lecturers

JAMMU, Apr 15: The contractual faculty members posted at Government Degree College Vijaypur have levelled serious allegations of verbal abuse by the college staff members for what they called for raising voice against the deduction of salary by College management despite having a status quo order secured from Central Administrative Tribunal (CAT). The College contractual faculty have submitted a written complaint with Nodal Principal GGM Science College, Commissioner Secretary to Higher Education Department, Director Colleges Jammu and Kashmir, Principal of the College, Police Station Vijaypur as well as the media.
According to the copy of the complaint, which is in possession of Early Times the contractual faculty have maintained that they had joined the GDC Vijaypur during the academic session 2019-20 and were appointed on the basis of guidelines framed by Govt Order No 298 dt: 30-05-2019 and continued in the same college as per the status quo granted by the Central Administrative Tribunal (CAT) Jammu bench for next session i.e. 2020-21.
“We status-quo candidates are appallingly harassed by the Principal and some of the permanent faculty members of the same college leading to partial treatment/discrimination with us which results us in deep mental frustration, emotional agony and financial loss”, the application reads, adding, “The Principal has deducted appropriately Rs.75,000 from each of our remuneration of several months, which is a huge amount for an academic arrangement employee getting 28,000 per month in total. During early days of the session i.e. during the onset of Corona pandemic, we were deprived to mark our attendance in the register with the excuse of being appointed through status quo judgment to which college claims the decision to be awaited. Though we used to attend the college regularly, organize seminars, research paper (already recorded in college records date wise entry) on various occasions in college premises both online and offline as directed by the principal but still our salary has been deducted on the days of seminars, events and online class days with the excuse of not marking attendance”.
The application further claimed that when their salary was deducted they appealed to the Principal as well as clerical staff to provide them a copy of salary invoice as well as reasons for deduction of salary. “Despite repeated appeals, the Principal refused to meet us and when we approached officiating in-charge to intervene but he along with an Assistant Professor of Dogri, misbehaved and hurdled abused in high pitch in front of several faculty members, Clerk, Orderly, Computer operator, poen and some students in office premises'', the application reads, adding that the harassment forced them to speak against the permanent staff, while permanent faculty also harassed them on whatsapp groups.
The applications further alleged that the permanent faculty has threatened to teach them a lesson. It reads, “They also threatened to exploit us on the basis that they will help to reflect the same in our remarks against our conduct and behaviour (Experience certificate) during the session since we have raised the voice against the discrimination with us”, it reads.
Principal GDC Vijaypur Dr. Sangeeta Sudan said that she was on training and had got only a copy of the representation on 10th of April. “The salary of the contractual faculty members has been disbursed as per their attendance. The salary was deducted for the days on which the contractual faculty members had not attended the college”, she said, adding that the copy of the records have been given to the contractual faculty.
On being asked about the allegations of contractual faculty that the salary was also deducted for the days of seminars in which the faculty members had presented papers, Dr. Sangeeta said that the allegation was baseless.
On another allegation of harassment with contractual staff by some other faculty members, Dr. Sangeeta Sudan said that the allegation was so far found baseless as the faculty members have not submitted any written representation before her. “If they will submit a written representation, enquiry will be initiated”, she said, adding that even if there was any discrepancy, the contractual faculty should give a representation and the same would be addressed.
Principal of GGM Science College Dr. Ravinder Tickoo admitted that he had received the complaint and had verbally interacted with the Principal of GDC Vijaypur. The Principal had briefed that the salary was disbursed as per the attendance of the staff members. He further said that if there would be any discrepancy in the salary disbursement, the faculty members should take up the matter with the Principal and she would address the issue.
