R-APDRP dying silent death, courtesy PDD’s laidback approach | Poor implementation of centrally sponsored schemes in J&K | | Early Times Report
Jammu, June 6: The cash-starved union the territory of Jammu and Kashmir is incurring losses worth thousands of crore coupled with erratic power supplies as the most important power scheme Restructured Accelerated Power Development and Reforms Programme (R-APDRP) has missed several deadlines and is at the verge of dying a silent death. The R-APDRP that was aimed at curtailing the T&D losses in J&K due to which the erstwhile state is incurring losses of hundreds of crore of rupees, this centrally sponsored scheme have emerged as one more flop show by the Power Department. PDD insiders divulge that there hasn’t been much forward movement witnessed vis-a-vis covering the twin capitals under this scheme. “The fact is that only a handful of areas have been covered under the scheme, including those where VIPs like legislators and bureaucrats reside. In other areas, the scheme has seen the light of day,” said a PDD official. The official said, “The dilatory mode of functioning the department has turned such a vital power reform scheme into a flop show in JK. There is no follow up action, no meeting and no report cards sought by the government over the implementation of the scheme. The result is that they are going at the pace they are known for.” Pertinently, the project was aimed to curtail T&D losses in J&K and ensure round the clock electricity to households. For the first phase of the project, the Central Government had sanctioned Rs.151.99 crores under R-APDRP while an amount of Rs.1665.27 crore had been approved for the second phase of this vital project. The second phase was supposed to cover two main cities including Jammu and Srinagar for which the funds estimated at the cost of Rs 52,89 crore were approved. These schemes were proposed to be taken up under National Electricity Fund for which Rural Electrification Corporation is the nodal agency. Under this scheme 30 towns were identified in J&K with a population of above 10,000 as per 2001 census. For this purpose, the government had already taken a pilot exercise and some 30 towns were identified as project areas in J&K, another 283 towns with a population of over 4000 were also identified to be covered in the second phase. Phase -1 of 283 towns is to cost Rs. 171.61 crore and phase-2 will cost Rs. 1073.33 crore. These projects were proposed to be taken up under Phase-II of R-APDRP through a special dispensation which could not materialize. Meanwhile, the PDD hasn’t felt the need to implement the scheme in the areas that are witnessing severe electricity dearth. There are scores of areas in Jammu that are facing unscheduled power cuts amid the surging temperatures. |
