GAD recommends special audit of Anantnag Municipality through Finance Department

ANANTNAG, Aug 11: To estimate the losses, the General Administrative Department has recommended a 'special audit' of the Municipal Council Anantnag for the last five years.
"A special audit of MC Anantnag has been conducted through the Finance Department for the last five years. The audit will inter-alia, pinpoint the losses caused at the hands of four employees and the losses as may be worked out may be recovered from them," GAD vide U.O No. GAD-VIGOSP/28/2021-02-GAD(e-office) dated 07-07-2021 conveyed to the Housing and Urban Development Department.
Following this, the Housing and Urban Development Department requested the Finance Commissioner, Finance Department to 'conduct a special audit of Municipal Council Anantnag' for the period four officials who were suspended in 2019 and now reinstated. The department has assured the Finance Department of assistance in case they need it.
Earlier the Government ordered reinstated the officials by imposing heavy penalty of reducing them to a lower post.
Four officials-Shabir Ahmad Wani- Sarfaraz Ahmad Bhat, Syed Naseem Rizvi,(formerly) In-charge Chief Executive Officer Municipal Council Anantnag and Ghulam Mohi-ud-din Malik Executive Officer MC Anantnag were placed under suspension over the various complaints of irregularities of financial procedure, building permissions and other issues.
An enquiry, ordered by Director Urban Local Bodies Kashmir vides order No. DULB/Estt/84-11/588 of 2019 dated 23-04-2019 observed 'complete mismanagement' in council and no rules have been followed for conducting vital and important business of the council. "Number of building permissions have been dealt with casually and issued without the approval of the chairman of the council. The Khilafwarzi/building permission staff has exhibited utter negligence towards their legitimate duties and an illegal practice of compounding the illegal structures have been undertaken in connivance with the field staff," reads the report.
The investigating team has found that the officials haven't maintained Cash Book in the form of FC-3. Another enquiry, ordered by Divisional Commissioner Kashmir has too detected Financial Indiscipline and violation of code of conduct and recommended special audit of MC Anantnag.
In a separate order, the Housing and Urban Development Department has directed Director Urban Local Bodies Kashmir to initiate action against nine (09) other officials and employees of MC Anantnag involved in Building Permission and Illegal Constriction Scam.
As reported earlier, MC Anantnag blessed with over 600 assets including 500 shops in Anantnag town is expected to generate an income of Rs 6 cr annualy.
