Himayat another flop show | | | The Himayat scheme that was launched amidst much fanfare to make J&K youth employable has proven to be yet another flop show. The CAG report has pointed out that mere 8% youth were imparted training and handful placed in different companies. Under the Himayat scheme youth are imparted training for the period ranging from 3 to 12 months with assured employment. The Program Implementing Agencies responsible for conducting training of the youth are expected to place 70% aspirants at entry level service/ manufacturing sector jobs within or outside J&K. But these PIAs have failed to deliver. Although a target number of 53,547 youth were to be trained during the period from 2016 to 2019, the achievement was only 4,494 (8 per cent). The training was provided in trades viz. test engineer software, banking associate, retail sales associate, health care multipurpose worker, medical laboratory technician, sales director, insurance sales associate, medical sales representative, light motor vehicle driver level-III, hospital assistant, security guard, assistant electrician, fashion designer, sewing machine operator etc. It’s not only the Himayat scheme that has failed to address the concerns of the youth. The tall claims about creating employment opportunities have proven nothing more than rhetoric as youth continue to remain unemployed and are struggling to make their ends meet. For them nothing has changed. During the past two years J&K government has made laws stringent due to which many businessmen, who used to employ hundreds of people, have closed down their businesses or have cut down the staff to curtail the expenses. So things in J&K are not hunky-dory, at least on the employment front. The schemes that were introduced to make youth skillful too have not proved that helpful and youngsters have no idea about what to do with their stagnant lives. After the audit report pointed out discrepancies in implementation of Himayat scheme in J&K, the government claimed that there were challenges in providing placement to the candidates as there was low potential of employment within J&K due to limited organized private sector opportunities and the unwillingness of candidates to move out of the UT for taking up jobs. The question is why no survey was conducted before launching the Himayat scheme. Or why job potential was not explored before training the youth. Half baked initiatives have not helped J&K’s cause. |
