It’s official: Babus spent Rs 10,000 crore inappropriately in J&K

Jammu, Apr 17: In a shocking development that may open “Pandoras Box of Troubles for the babu raaj”, the Jammu and Kashmir government is found to have spent a whopping over rupees ten thousand crores inappropriately.
New Delhi has not only found “serious misappropriation of funds”, action against the erring officials has been sought. Sources said the matter has been brought to the notice of the Prime Minister’s Office in the national capital.
In a recent audit, the Comptroller and Auditor and General of India (CAG) has found that the Jammu and Kashmir has failed to submit 2,205 utilisation certificates (UCs) for an amount of over Rs 10,441 crore as on March 31, 2020. The CAG, which is headed by previous LG of Jammu and Kashmir, GC Murmu said that officials should be held accountable for the lapse.
The CAG has said that the non-submission of the UCs means that authorities have not explained as to how funds were spent and is fraught with the risk of misappropriation.
Officials said it was for the first time that the officials have come under scanner for misappropriation of the funds running into tens of thousands of crores.
A senior official at the Civil Secretariat said the UC for the funds can only be raised when the public money is spend “genuinely and on intended purpose.”
“But here the non submission of the UC means that the public money has either been looted or spent illicitly and it’s for the government to order a probe a know the reality,” said the official on the condition of anonymity.
The department wise breakup of outstanding UCs shows that 86.53 per cent of the total amount of outstanding UCs pertained to five departments of Tourism, Health, Agriculture and Housing and 55.53 per cent of outstanding UCs pertained to the Education Department only, the report said.
The CAG has taken a dig at the J and K administration pointing out that the non-submission of the UCs means that the authorities have not explained as to how the funds were spent over the years. "There is also no assurance that the intended objectives of providing these funds have been achieved. This assumes greater importance if such UCs are pending against Grants-in-Aid meant for capital expenditure," it said.
The people of Jammu and Kashmir have already been complaining of “babu raaj because of which the people are suffering unheard.”
“The Raj Bhawan’s patronage of the babu raaj and corruption have become a risk even for the BJP as AAP is making inroads into Jammu and Kashmir… It’s for the Modi government to look into the issue and make those at the helm accountable,” said an observer.
