Dogs wreak havoc in ‘Smart Cities’ | | | Last week a pack of stray dogs wreaked havoc in Dalgate area of Srinagar city by attacking locals and tourists. As many as 39 persons, including 17 tourists were bitten by the dogs. The dogs attacking tourists in the busy Dalgate area have exposed the tall claims of Srinagar Municipal Committee that all is well within the so-called Srinagar Smart City. The area where the dogs went on a rampage is thronged by a large number of tourists. Locals blamed the authorities for the incident. They alleged that the administration and the SMC are not taking appropriate steps to keep the dog population in the area under check. Earlier this year, in a horrific incident, an 8-year-old boy was mauled to death by stray dogs in south Kashmir’s Pulwama district. Prior to it, a young lawyer from North Kashmir lost a battle for life in a hospital after having been mauled by stray dogs. In between, many people were bitten and miraculously survived. The situation is no better in Jammu, in many areas of the city it is a frightening sight to see packs of dogs on the prowl in streets. The canines have been storming streets, chasing cars, pulling down bicycle riders and often attacking pedestrians and children in Jammu. Every year, hundreds of people are bitten by dogs. Around 98% of rabies cases are due to dog bites globally, about 40 percent of the victims being children, according to the World Health Organization, which has announced a campaign to reduce human deaths from dog-transmitted rabies across the globe to zero by 2030. The municipal corporations in Jammu and Srinagar have not been able to carry out the sterilization of the dogs at a desired pace. This has led to the massive increase in canine population in both the cities. People fear to venture out from their homes in the evening hours. The growing dog menace has put a question mark on the tall claims of the J&K administration about turning Jammu and Srinagar into Smart Cities. It seems helmsmen need to be told that in Smart Cities dogs have no place. Dogs biting tourists in Srinagar has sent a wrong message. It’s an indication that administration is least bothered about the safety and security of the common people, including tourists. The administration needs to put its act together and prevent such incidents from recurring. |
