Govt libraries lose hundreds of books to politicians, bureaucrats

SRINAGAR, Sept 23: Hundreds of books are "missing" from two main libraries of the state as the borrowers have not returned them to the libraries of the General Administration Department (GAD) of Civil Secretariat and City Central Library, Srinagar.
The withholding of books forced the Government to issue notices against the defaulters many a times but to no avail, reports said.
According to official sources, hundreds of books have not been returned to the library of the Civil Secretariat by the officers/officials of different departments of Civil Secretariat and Assembly/Council Secretariat as a consequence the state has lost a treasure.
"Not only officials, even some bureaucrats and politicians have also borrowed the books from the library but not returned yet," said an official of GAD.
He said even the officials had not returned the books despite some were transferred or had retired from their services.
There are around four lakh books available in 69 public libraries in the Valley but sources within the City Central Library (CCL) Srinagar revealed that a good percentage of these books been taken by the borrowers decades before and have not been returned yet.
"The public libraries were a treasure of books and there was an aim to provide people the opportunity to read these books without any payment but people have misused this and most of the borrowers who have not returned these books are serving the State at higher posts those include bureaucrats and politicians," said an official posted at CCL Srinagar. "Around 20,000 books have not been returned by the borrowers even after a time period of decades."
While as a senior official of CCL Srinagar expressed the helplessness of the department in recovering the books and said lack of any stringent law was the reason that the borrowers behave like "irresponsible" persons and were not returning the books back even after a time gap of years
"These books are not being returned by the officers/officials moving out of the Secretariat on account of transfers' retirements and even the DDOs are issuing their Service Books without seeking NOC from the library," an official said. "But despite issuing notices, hundreds of books are still missing in libraries," the official said.
An official of the GAD said they had issued the general advisory after received some complaints some officials have not been returned the books.
"I don't have the exact information about the number of books missing in the library," he said.
Replying to a question whether the politicians were also the defaulters for non-returning of books besides some officials, he said, "Yes, bureaucrats and politicians are also defaulters."
