Shielding Secretary School Education may go in vain

JAMMU, Sept 23: The attempts of officials to shield the Secretary School Education are likely to prove harmful for latter as huge variation of fuel use, have been detected, by the Swift Desire vehicle, attached by former Director School Education Jammu with Secretary for nearly three years.
The variations of fuel use have been found in the two replies given by Director School education Jammu and another by Secretary School Education department civil secretariat.
Pertinently former DSE had kept a Swift Dezire vehicle along with driver attached with the office of Secretary and the vehicle remained with secretary for nearly three years, using vehicles to the tune of several thousand litres, which was revealed as per RTI reply given by DSE.
Moreover, in response to another RTI application, the Under Secretary to Government School Education refused to provide log book bearing registration number JKO2AS/6593, taking the shield of security threat to senior IAS officer but unfortunately furnished some monthly summary sheets from February 2015 to July 2016.
The summary sheets have lot of cuttings of figures, while there is no match between opening balance and closing balance of petrol and if goes by the summary sheets, it signals towards pilferage of petrol by the driver from the vehicle.
As per summary sheet for the month of August, total petrol drawn is 420 litres but as per DSE reply the petrol drawn is 390 litres, whereas for the month of September 2015, the summary sheet reveals petrol drawn as 320 litres, but DSE reply reveals petrol drawn as 240 litres.
For the month of October 2015, the summary sheets reveals 370 litres of petrol drawn while DSE reply reveals petrol drawn as 420 litres of petrol, whereas for November 2015, petrol drawn as per summary sheets is shown as 370 litres but DSE reply put figures at 380 litres.
For the month of December and January 2015, summary sheets show petrol use of 360 and 280 litres respectively but DSE reply reveals petrol drawn as 400 litres and 250 litres.
Similarly for the month of February, March, April, May and June summary sheets are showing petrol drawn as 160, 320, 320, 310, 320 litres whereas petrol drawn as per DSE reply showed 240, 320, 420, 485 and 360 respectively.
Surprisingly, on the summary sheets it has also been written that vehicle is used for local duty but vehicle is shown as covering nearly 100 kilometers of distance each day and it is beyond comprehension as to how many places the vehicle used to visit every day.
An official said that it was a fit case for intervention of a premier investigating agency of the state and the case must be religiously probed by officers of impeccable integrity.
"There is no harm if any independent SIT is constituted to decode the mess of the making of almost entire top brass of School Education bend upon causing huge loss to the state exchequer", the official said.
