Srinagar, Sept 23: Notwithstanding clear-cut directions from Vigilance department to free the government land meant for road widening from an influential encroachers in old city, Srinagar Municipal Corporation in 'brazen violation' of orders has maintained a criminal silence over the issue.
An encroacher Zahoor Ahmad Mir with due support of some corrupt SMC officials at Sabzi Mandi Nawab Bazar has constructed two concrete shops on the land acquired by the government for road widening.
Sources said that some of the top officials of SMC have not only being backing the offender over the years to but also acting as a stumbling block in initiating legal actions against him.
"The person who has encroached upon the Circular land without any fear or intimidation has erected two concrete shops while as the authorities rather than taking action against him are leaving no moment spare to help him in evading the arrest," sources told 'Early Times'
The directions form Assistant Inspector General (AIG), Vigilance, to take stringent actions against the encroacher bore no fruits as the senior officials in SMC have been ignoring the orders frequently besides guiding him (encroacher) through legal technicalities to evade action.
A senior official in Srinagar Municipal Corporation wishing anonymity said "we are helpless as the encroacher has approached the court to hang about the demolition of his two concrete shops built on main road"
Pertinently the prized land positioned at main road Nawab Bazar area of old city was acquired by the Circular Division for road widening purpose in the year 1992; however the conniver with the help of some officials erected two concrete shops thus leaving the government to run from pillar to post to free its own land from his clutches.
Taking cognizance of the complaint against the officials of SMC the Assistant Inspector General (AIG) Vigilance, on 28.7.2015, issued a letter to Senior Superintendent of Police Vigilance Organization to submit a report however; the report is yet to be submitted for further directions.
"I am directed to convey you to conduct a 'Joint Surprise Check' into the matter and submit a report to this office at an earliest," reads the letter of AIG Vigilance to SSP SLK copy of which lies with 'Early Times'
It is pertinent to mention that the original owner of the land has sold the land to Left River Circular Road Division who was accordingly paid rupees thirty thousand and a plot at Bemina in the year 1992.
The Assistant Executive Engineer (AEE) in its meeting held on 28.12.1991, for road widening of Nawabbazar Zainakadal Raod paid the owner in full against a proper receipt.
