NC-Cong Govt ignores suggestion on new districts
Jammu again ignored

JAMMU, Feb 2: It was hoped that Jammu & Kashmir Cabinet would endorse the suggestion of the Cabinet Sub-Committee (CSC) on new
administrative units regarding the creation of five new districts in Jammu province and fulfill the long-pending demand of the people to bring administration to their doorstep. The hope had stemmed from the fact that the successive Valley-centric and Kashmiri-dominated governments in the state, including the one headed by Ghulam Nabi Azad of the Congress, had never treated Jammu province fairly, as also from the fact that the Congress-led coalition government in 2007 had perpetrated gross injustice on Jammu province by implementing the 1983 Wazir Commission report on new administrative units in a wrong way.
The Wazir Commission had recommended three districts for Jammu and one for Kashmir, but the Ghulam Nabi Azad government rejected the report
and created eight new districts, four each in Jammu province and Kashmir region and none in the trans-Himalayan Ladakh. These were the factors that had filled the hearts of the people of Jammu province with a hope that they would get justice this time. Another additional factor that had raised their hope was Congress leader and Deputy Chief Minister Tara Chand, who headed the CSC. The CSC did suggest the creation of five new districts, but did not make
its suggestion part of its recommendations. That's the reason that the NC-Congress coalition on Saturday belied the hope and again left the people of Jammu province high and dry. The Jammu & Kashmir Cabinet not only ignored the fact that the area of Jammu province was two time that of Kashmir Valley and population almost equal, if not more, and put its stamp on the CSC's recommendations regarding the creation of 46 new sub-divisions, 135 tehsils, 177 community development blocks and 301 niabats in the state, but also did not consider the otherwise rational suggestion of the CSC for creation of five more districts in Jammu province, notwithstanding the fact that it also suggested two more districts for Kashmir Valley.
As reported yesterday, the CSC had suggested establishment of eight more districts on the basis of representations received from the concerned people. The suggested districts included one district for Nowshera, Sunderbani and Kalakote in Rajouri district, one district for Billawar, Basohli and Bani in Kathua district, one hill district for Mahore and Gool in Reasi district, one district for Akhnoor, and one border district for Bishnah, RS Pura and Suchetgarh in Jammu;
bifurcation of district Leh and Kargil to create a new district between these two districts; and one district each out of Baramulla and Kupwara districts located in between.
The negative attitude of the Jammu & Kashmir Cabinet towards the suggestion on new districts would surely harm the electoral chances of the Congress party in Jammu province. The reasons are obvious.
