Tainted official rewarded with 'super time scale', lucrative posting | Queer ways of Omar Govt | | Avinash Azad Jammu, Feb 2: On the hind side of Chief Minister's war cries against corruption, Omar Government is practicing exactly the opposite as tainted officers are being promoted at various levels and granted lucrative postings while those with honest credentials are being ignored and marginalized. Astonishingly, after Special Judge Anti Corruption sought status report over multi-crore scam at Relief Organizations during Vinod Koul's tenure as Relief Commissioner Migrants, the state cabinet which met under the Chief Minister Omar Abdullah accorded super time scale to the tainted IAS officer. The copy of communication available with ET reveals that on January 31, 2014, following an application filed by Shuban Krishan Koul seeking status report with respect to FIR No 3 of 2012 registered by Vigilance, the Special Judge Anti-Corruption had directed SSP vigilance Jammu to submit status report by February 7, 2014 regarding multi-crore scam at Relief Organization during Koul's tenure as Commissioner. The documents in the possession of ET reveal, "On March 5, 2013, in his reply to Lower House of Assembly, the Chief Minister, Omar Abdullah had admitted that Vinod Kumar Kaul, the then Relief Commissioner (M) was a corrupt officer and was facing so many corruption cases which were under investigation before the State Vigilance Organization." Said officer presently enlarged on anticipatory bail by the High Court has been promoted and given lucrative posting instead of initiating any penalty proceedings against him. According to FIR No 3/2012 registered by VOJ, a verification conducted into the matter relating to allegations of payment of service tax out of govt exchequer by the office of Relief Commissioner (Migrants) Jammu has revealed that Vinod Koul the then Relief Commissioner (M) Jammu entered into criminal conspiracy with M/S Mytas Rithwik and in pursuance thereof the Officer dishonestly, fraudulently and by abusing his official position made a payment in respect of service tax to the tune of Rs 2,03,18,155 out of govt exchequer whereas same was to be deducted from the running bills of aforesaid firm submitted in the office of Relief Commissioner (M) Jammu on account of work executed for construction of two room tenements at Jagti Nagrota, Jammu. The verification further revealed that work of construction of two rooms tenement for migrants of Kashmir valley at Jagti was awarded in favour of Mytas Rithwik in the year 2007 and as per terms and conditions of the NIT, service tax among other taxes was to be paid after deducting the same from running bills of the contractor at the rate applicable at the relevant time. The rate of service tax was 8.4 per cent between the period 2007 till March 31, 2010 and the same was revised @ 10.5 per cent from April 1, 2010. |
