Forest Ministry surprises; gives Jasrotia clean chit, drops case | Manipulation of ACR | | Early Times Report JAMMU, July 10: Forest Ministry of Jammu and Kashmir has given clean chit to 1992 batch State Forest Service (SFS) officer Rajeshwar Singh Jasrotia for tampering and manipulation of Annual Confidential Report (ACR). This clean chit has been granted to him on the basis of an enquiry report of Additional Principal Chief Conservator of Forest (APCCF) Deepak Khanna, 1985 batch IFS officer. Jasrotia has been granted clean chit despite the fact that the officer who graded performance of Jasrotia outrightly said that the grading he gave the officer for the years 1988-89 and 1989-90 were different. What transpired in-between has been kept a well-guarded secret but the fact remains that Forest Ministry did not waste even a single minute in granting the clean chit after it received the report from Khanna. Sources said that Jasrotia's clean chit has more to do with his high profile connections in the administrative set-up and little to do with forest department's intent to know the truth about tampering. According to the documents available with Early Times, a complaint was received in the Forest (Administrative) Department against Rajeshwar Singh Jasrotia, IFS, regarding manipulation of Annual Confidential Report (ACR) for the period 1989-90 by way of photocopying his ACR for the year 1988-89; and 1989-90. Allegation was that he had photocopied the grading of 1988-89 in the ACR of 1989-90. The department forwarded a copy of the ACRs for the year 1988-89 and 1989-90 to Jagdish Kishwan, IFS, the then Principal Chief Conservators of Forests, who was the "Reporting Officer in case of both these ACRs, in the capacity of then Deputy Conservators of Forests (DCF) Forest Research Division, Jammu, for certifying the genuineness of these ACRs. After having an in-depth look at the ACRs, Kishwan stated that the over-all grading that he gave to the officer for the two years were different and not 'outstanding for each year and suggested that the original ACRs of the officer for the years in question may be scrutinized to confirm the genuineness of the matter. On the basis of enquiry report furnished by Jagdish Kishwan vide letter no. PCCF/PS/APRs/72/09 dated 29-12-2009, charge-sheet was served upon RS Jasrotia through Chief Conservator of Forests, Jammu, vide letter no. FST/Ser/44/2013 dated 20-08-2013. Jasrotia submitted his response and outrightly denied of having done any manipulation in the ACR while offering himself for further scrutiny. Subsequently, vide Govt. Order No. 156-FST of 2014 dated 13-05-2014, Deepak Khanna, IFS, APCCF was appointed as Inquiry officer in terms of Rule 8 of All India Service (Discipline and Appeal) Rules, 1969 to enquire into allegations of manipulation of ACRs by Rajeshwar Singh Jasrotia. Inquiry Officer furnished his report vide letter no. PCCF/Estt/G/F-1345/2162 dated 12-06-2014 concluding therein surprisingly that the position which emerged after scrutiny of relevant records and pleadings made by R.S. Jasrotia, it was not possible to maintain the Articles of charge outlined in the charge-sheet. He denied the charge of Jasrotia having manipulated his ACR. Inquiry Officer accordingly recommended that the charges against R.S. Jasrotia regarding manipulation of ACRs for year 1988-89 and 1989-90 may be dropped. The forest secretariat without going into Kishwan's findings accepted the inquiry report submitted by Deepak Khanna and subsequently dropped the charges framed against Rajeshwar Singh Jasrotia and closed the case. |
