Let Jaitley include J&K in his plan of developing 50 tourist circuits | | | Early Times Report JAMMU, July 10: Prime Minister Narendra Modi's political philosophy is "strong India promotes friendly neighbours' and this very dictum is reflected in the annual budget proposals presented by the Union Finance Minister, Arun Jaitley, in the Lok Sabha today. Despite fiscal crunch Jaitley allocated over Rs. 2.29 lakh crores for Defence sector against Rs. 2.03 lakh crores during the 2013-2014. In its interim budget the Congress led UPA Government had allocated about Rs. 2.24 lakh crores for the Defence sector. In addition to this Jaitley has announced earmarking Rs. 5,000 crores for modernization of the Armed Forces. Modi led Government is fully aware of the threat perception from China and Pakistan. It is in this context that the Prime Minister wants to make India militarily strong which could encourage its neighbours for promoting friendly ties. In fact Modi has been favouring strengthening the machines behind the man in the Armed Forces so that India's neighbours were motivated to promote friendly ties with India. And in order to upgrade the internal security grid Jaitley has allocated Rs. 3,000 crores for police reforms and modernization. In fact State police and the paramilitary forces need to have highly sophisticated weapons to deal with militants. Jaitley has conceded long pending demand of the Armed Forces for one rank one pension. The Finance Minister while accepting the demand has allocated Rs. 1,000 crores for implementing the scheme. He has also proposed setting up war memorial and national police memorial for which he has allocated Rs. 100 crores and Rs. 50 crores respectively. As far as modernization of police is concerned the Centre should accord top priority to the implementation of this scheme with respect to Jammu and Kashmir. In Jammu and Kashmir the police are faced with severe challenges from militants who are not only trained in camps in Pakistan but also have been equipped with latest weapons and high explosives. The police in Jammu and Kashmir need upgraded communication and transport setup which could improve their mobility. In addition to this the BJP led NDA Government should sanction adequate funds for raising five to 10 additional police battalions. Jaitley's budget proposals provide marginal relief to the salaried class when he has proposed raising of tax exemption from Rs. two lakhs to Rs. 2.5 lakhs and in case of senior citizens the slab has been raised from Rs. 2.5 lakh to Rs. three lakhs. Rightly he has burdened millions of those who have been chain smokers and are used to paan masala chewing by hiking excise on cigarettes and tobacco. As far as Jammu and Kashmir is concerned Jaitley has proposed Rs. 200 crores for upgrading sports stadiums in the state which could promote sports in Jammu and Kashmir. Another Kashmir related decision pertains to Jaitley's proposal to allocate Rs. 500 crores for facilitating return and rehabilitation of migrants in the Kashmir valley. Since the Finance Minister has a plan on promoting and developing 50 new tourist circuits he should allocate sufficient funds on developing some of the circuits in Jammu and Kashmir which, over the last several decades, has become a source of attraction for excursionists and pilgrims. |
