Prime land of CA to Hari Singh, Abdullah grabbed in Batmaloo | Family running from pillar to post, authorities unmoved | | Akshay Azad JAMMU, July 22: On one hand Jammu and Kashmir state Government has been boasting high to rehabilitate uprooted families of Kashmir valley but when it comes to fulfilling the promises, the same Government shies away from its duties. RC Gupta (Late), chartered accountant to former Maharaja of state Hari Singh and to first Prime Minister, Sheikh Mohammad Abdullah, had purchased around 11 Kanals of land in Batmaloo bypass area opposite Medical College Hostel Bemina. The land was purchased in late fifties and till eruption of militancy in Valley family of RC Gupta had been getting crop share but with beginning of insurgency, firstly the crop share was stopped and after peace returned to Valley, the family came to know that the land had been sold. The family members of RC Gupta have been running from pillar to post for getting their land vacated since last couple of years, but of no avail. Showing documents, Shantanu Gupta informed Early Times that his grandfather RC Gupta had purchased three plots of land from Rasool Naqib for an amount of Rs. 1600, which was registered in the court of law in Batmaloo under survey number 1936/621. He further claimed that till militancy erupted in 1989, they had been getting crop share but during militancy the tenants stopped giving crop share. "In 2002-03, my father visited Valley and went to our land but were shocked to find that a big colony was constructed on our land", Shantanu said. Gupta further said that he tried to contact all the concerned authorities including Deputy Commissioner but didn't get any concrete reply. "Later I took help of RTI Act and the record received again shocked me. Our land was mutated under sections 4 and 8 of Agrarian Reform Act and accordingly mutation numbers 2988, 3116, 3121, 3143 and so forth stands mutated in favour of several persons", he said. Criticizing the revenue authorities, Shantanu further said that due to misrepresentation, their land had been shown as that of some landlord, which was totally wrong, as they had purchased land and not inherited it from their forefathers. "When Section 4 of Agrarian Reforms ACT was implemented, the concerned revenue authorities should have at least informed us as it dates back to Kharief 1971, when there was no militancy and we were present in the Valley", he claimed. He further said that the prospective owner had to deposit levy (cost of our land), which Government should pay to them, which was never been done till date. "The prospective owner was given ownership rights only because we had no land of our own but except our land which he was tilting and this ownership rights does not allow him to sell it to others for making a colony (commercial purpose) which is very much against the spirit of Agrarian Reforms Act and when such a wrong has been committed by a prospective owner the land can be retrieved from him by the Government having the powers", he claimed. While appealing Chief Minister Omar Abdullah, Shantanu said that a thorough probe must be held in the case depicting the dates of invoking the Section 4 and Section 8, treasury receipts of levy deposited in the Government treasury (which has never been paid to us nor we have been informed) and the names of attesting officers who have committed the fraud. |
