Early Times Report

Srinagar, Jan 29: Peoples Democratic Party (PDP) and Bharatiya Janata Party (BJP) have reportedly agreed on set of Confidence Building measures (CBMs) necessary for government formation, and announcement about new dispensation in Jammu and Kashmir is just a few days away.
PDP insiders told Early Times that two senior party leaders who were holding talks with BJP leaders in connection with government formation have finalized the modalities and most of the issues have been sorted out.
"Many issues like abrogation of Article 370, revocation AFSPA, CM candidate tenure, common minimum programme etc were discussed in length and breadth in many meetings held between the leaders of both the parties, leaders succeeded to build consensus on many issues and have finalized the set of CBMs necessary for both parties having diverse vote banks in two different regions of the state," sources said.
They said both the parties are now planning to document the CBMs agreed in connection with government formation and in this regard final nod would come from BJP high command in Delhi where BJP top brass leaders may have a look on the book of canons framed between PDP and BJP in Jammu and Kashmir.
On the other hand sources within BJP said that party top leaders like Union Home Minister, Rajnath Singh, Defence Minister Arun Jaitley and BJP President Amit Shah are committed to form government in Jammu and Kashmir and want to complete all the formalities with PDP leaders as soon as possible.
Sources said that they cannot confirm exact dates of announcement. "Talks are almost in final stages and government formation in JK may not go beyond next week now," they added.
Sources said that both the parties are planning to focus merely on development and have agreed to put the controversial issues on the back burner.
Pertinently after recently held assembly elections threw a hung assembly, Jammu and Kashmir was put under Governor's rule on January 8,2015, however Governor so far has only suspended, not dissolved assembly and political parties can stake the claim to form the government anytime. Pertinently not only PDP patron, Mufti Mohammad Sayeed a few days back in Jammu indicated that his party would form the government with BJP, but BJP top leaders like the Union Home Minister Rajnath Singh and Amit Shah have reiterated on many occasions that BJP is looking forward to form a popular government in Jammu and Kashmir.
