Several dissatisfied senior IPS officers seeking central deputations
DIG manages posting, ADGP, IGP await orders

JAMMU, Jan 29: Miffed over denial of choice posting, an Indian Police Services (IPS) officer of J&K Police has voluntarily gone on central deputation after he was transferred October last.
Sources informed Early Times that 1997 batch IPS officer Vijay Kumar was posted as Deputy Inspector General (DIG) Traffic, Kashmir in October 2014, however, after a few days of his transfer, Kumar sought a deputation to the Centre and by using his clout in the Ministry of Home Affairs he managed to get the same within less than three months.
The influential officer not only obtained an approval for his deputation to the Centre but also got himself appointed as DIG in Central Reserve Police Force (CRPF).
Sources further said that Kumar, who served as DIG SKR Anantnag before his transfer as DIG Traffic Kashmir, was not satisfied with his new posting as he wanted to serve in Jammu Zone.
"Despite repeated assurances that the senior IPS officer Kumar would be accommodated in Jammu province he was again given a posting in Kashmir by the State cabinet which annoyed him to the extent that his relations with some of the top ranked officials in the Department got soured," said sources.
"Within a few days of his transfer as DIG Traffic Kashmir, the IPS officer applied for a deputation to the centre with the Union Home Ministry but at that point of time the Ministry had no vacant postion equivalent to the rank of DIG where he could be adjusted," they added.
However, Kumar remained in constant touch with his connections in the Union Home Ministry and succeeded in getting a posting in CRPF on deputation basis.
"Kumar's appointment as DIG in CRPF was made possible after CRPF authorities informed Union Home Ministry that a post of DIG was vacant within the force," said sources adding that after this development Vijay Kumar again wrote to the Ministry of Home Affairs under Letter No 1-/21016/03/2015 on January 5 wherein he again sought a deputation to the centre.
Kumar then used his links to get posted as DIG in CRPF as an order to this effect was issued by the Under Secretary, Ministry of Home Affairs on January 5.
In a written communiqué to the Chief Secretary of J&K with an intimation to the Director
General of Police J&K, the Under Secretary, Ministry of Home Affairs conveyed the approval of the competent authority for the appointment of Vijay Kumar, IPS (JK:97) as DIG in CRPF for a period of five years from the date of taking over the charge of the post or until further orders, whichever takes place earlier.
The letter of Union Home Ministry further said that the state government is requested to relieve Vijay Kumar immediately to enable him to take up the his new assignment at the centre.
After receiving a communication from the Union Home Ministry, the State Home Department issued an order to relieve DIG Kumar with the direction to report to his new place of posting immediately.
It is worthwhile to mention here that the Union Home Ministry is considering the names of two more senior police officers of J&K including ADGP Navin Aggarwal and IGP Hemant Kumar Lohia for their deputation to the centre as both the IPS officers are seeking the same since long, however, DIG Vijay Kumar outmaneuvered his seniors and gained the central deputation ahead of them.
