DC Kishtwar honours blue eyed officials, critics on R-Day Admin awards people without any groundwork, deserving left in lurch 1/30/2015 12:00:47 AM Asif Iqbal Naik Early Times Report KISHTWAR, Jan 29: Deputy Commissioner Kishtwar has stirred the hornet's nest by acting like a monarch and allegedly honouring the blue eyed persons and officials on the recent Republic Day. While talking to Early Times several government officials and HODs said that no exercise was conducted by the administration to select the officials to be honored on the Republic Day. They termed the awards and honor on the recent R-day as "cosmetic exercise." "Awards were conferred to blue eyed persons who are close to Deputy Commissioner Kishtwar or those who are critics of administration. The critics were honored to ensure that they maintain silence in future," officials added. An official said: "DC Kishtwar should have written to the heads of various departments to forward the names of those employees who had done excellent job in their respective fields, but no such exercise took place before finalizing the names of the awardees." "DC presented memento to SP and SP reciprocated by presenting memento of DC--- This has set a bad precedence--- as both officials have the powers to select the deserving candidates for awards. However, they finished the business among themselves, "said another official. Many officials questioned denying of honor to Returning Officers and Assistant Returning Officers of 51-Kishtwar and 52-Inderwal for conducting peaceful and incident free Parliamentary and Assembly elections. "All employees of election cell deserved the honor as they had worked very hard to ensure free and fair elections but all of them were ignored and blue eyed persons were preferred. All the decisions were purely taken by the DC Kishtwar at his own level," they added. They said, "Deceased Assistant Commissioner Development Yasir Arafat Zargar also deserved the honor posthumously, but DC Kishtwar forgot him also" said a dejected RDD employee.
