End reservation in favour of merit | | | Yes,there were signs of deep resent ment among the Jats,living in various areas of north and central India,over the denial by the Supreme court to grant reservation to the ethnic group and if those who belonged to the Jat ethnic group felt peeved over the Supreme court ruling they were not to be blamed because India has become a home for reservations for various communities and ethnic groups. The Supreme Court has set aside the notification issued by the erstwhile UPA government to include Jats in the Central list of Other Backward Classes (OBCs) for according benefits of reservation to them.A Bench of Justice Tarun Gogoi and Justice R.F.Nariman set aside the notification to implement in the central list of other Backward Classes. The Bench also found fault with the Centre's decision to overlook the findings of the National Commission for Backward Classes (NCBC) stating that Jats do not deserve to be included in the Central list of OBC as they don't form socio-economic backward class."Caste, though a prominent factor, cannot be the sole factor of determining the backwardness of a class," the bench said, while referring to the historic judgement rendered by a larger bench on the implementation of the Mandal Commission recommendations on OBC reservations. If Jats have been seeking reservation for the ethnic group they cannot be faulted because several other ethnic groups have already been enjoying the benefits of reservation.Soon after the partition of India Scheduled castes were the first to get reservation and it was followed by reservation to Scheduled Tribe and other Backward Classes. There does not seem to be an end to the demand from various minorities and ethnic groups for seeking reservation because those ethnic groups and communities that are included in the central list of Other Backward Classes for reservation have been enjoying various benefits both in the Government departments, public sector undertakings,admission in professional colleges and institutes.Apart from this those in the list of central list of other backward classes have gained advantage in the central services where those in reserved category do get some priorities. And since India is a mulit-cultural and multi-religious nation demands for reservation have surfaced from varied ethnic groups from different states. The Sikhs are in minority in Jammu and Kashmir they too demand inclusion in the central list of Other Backward Classes.Kashmiri Pandits constitute a thin minority in Jammu and Kashmir they too demand reservations in Government services and in admission in professional colleges for their wards.Though Muslims constitute 13.4 per cent of the total population in India they too have been demanding reservation alongwith Other Backward Classes.A stage has come when reservation in Government jobs and in admission in professional colleges has been granted to different ethnic groups min different states.If reservation for scheduled castes had been introduced it was to help the highly repressed and backward people to march ahead in economic prosperity. Now a stage has come when a majority of people belonging to the Scheduled Castes and Tribes have experienced prosperity.It is time that the entire issue of reservation is reviewed and those who are in the below poverty line category be included in the central list of other Backward classes.A situation demands ending the system of reservation because bringing other left out groups in the central list of Other Backward Classes has the potential of triggering ethnic conflicts.Let the country,whether in the field of jobs or in admission in professional colleges follow the simply rule of going by merit alone. |
