Liabilities derail MGNREGA scheme in JK | | | Kunal Shrivatsa Early Times Report
jammu, Mar 20: Though the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was perceived to generate job opportunities for the unemployed rural masses but the pending amount of liabilities created on account of initiated work under MGNREGA during 2014-15 (ending February 2015) in J&K has touched figures to the tune of lakhs of rupees thereby derailing the very purpose of the scheme. In reply to a question tabled by MLA Mohammad Yusuf Tarigami in the State Legislative Assembly here today, the government said that amount of liabilities created on works executed under MGNREGA in different districts of the state stands at Rs 23642.7 lakhs till the end of February 2015. The details divulged that five districts including Kupwara, Kishtwar, Jammu, Kulgam and Ganderbal have liabilities worth more than Rs 1000 lakhs while seven districts comprising Reasi, Budgam, Kargil, Baramulla, Poonch, Samba and Udhampur have liabilities worth more than Rs 500 lakhs and less than Rs 1000 lakhs for works executed under MGNREGA. Four districts of Rajouri, Bandipora, Leh and Doda have created liabilities worth less than Rs 500 lakhs. Kupwara district has created the highest number of liabilities with an amount of Rs 6328.19 lakhs while the number two in the list is Kishtwar district which has accumulated liabilities worth Rs 4115 lakhs. The reply further revealed that the Jammu district, which is third highest in the list, has generated liabilities worth Rs 3015 lakhs while Kulgam district which stands at number four has liabilities worth Rs 2038.40 lakhs. Ganderbal district comes next in the list which has created liabilities worth Rs 1447.26 lakhs while Reasi district accumulated liabilities worth Rs 988.08 lakhs. The Budgam district on seventh spot has created liabilities worth Rs 917. 94 lakhs whereas the Kargil district on eighth number has created liabilities worth Rs 906.04 lakhs. On number nine is the district of Baramulla which has created liabilities worth Rs 900 lakhs while next in the list is the district of Poonch which has generated liabilities worth Rs 754.22 lakhs. The Samba district which is eleventh in the list has liabilities worth Rs 604.93 lakhs while the Udhampur district which has liabilities worth Rs 579.14 lakhs stood at number twelve in the list. Rajouri district took the thirteenth position in the list as it has liabilities worth Rs 424.77 lakhs while the district of Bandipora stood at fourteenth spot with overall liabilities worth Rs 310 lakhs. On the fifteenth number is Leh district which has liabilities worth Rs 283.56 lakhs while the only exception of having less than Rs 100 lakhs liabilities was Doda district which has created liabilities worth only Rs 30.17 lakhs. The only bright feature of the information provided by the Ministry of Rural Development Department and Panchayati Raj was the zero liabilities against the account of Kathua, Ramban, Srinagar, Pulwama, Shopian and Anantnag districts. |
