PDP-BJP Govt fails to act against corrupt officials, attaches handful of them with GAD | Many a slip between cup and the lip | | Jehangir Rashid
Early Times Report SRINAGAR, May 27: Peoples Democratic Party (PDP) and Bharatiya Janta Party (BJP) government in the state is almost three months old but up to this moment of time very little action has been taken against the corrupt and tainted officials in the state. From day one Chief Minister, Mufti Mohammad Sayeed has been stating that stern action would be taken against the corrupt officials. However, barring some steps against few officials no substantial action has been taken against the tainted officials. Immediately after assuming power the state government ordered for the attachment of then Commissioner Secretary Revenue, Vinod Koul, Commissioner, Srinagar Municipal Corporation (SMC) Dr. Ghulam Nabi Qasba and Deputy Commissioner, Baramulla, Talat Parvez Rohella. All these officers were attached with the General Administration Department (GAD). While Koul was later on detached and posted as Secretary, ARI and Trainings the other two officers continue to be attached with GAD. In the latest case, Director Health Services Kashmir, Dr. Saleem-ur-Rehman has been attached with the GAD and since then Commissioner Secretary, Health and Medical Education department; Shantmanu is looking after the affairs of the health department. Over the past couple of months there are reports that the government has prepared a list of 100 tainted officers. Reports suggested that these officers or officials would be terminated from the services. However, up to this date no punitive action has been taken against the corrupt officials with the same being limited to the attachment of these officials with the GAD. Many officers and officials are said to be involved in graft cases and in some cases the guilt has been established. First Information Report (FIR) has been filed against many of these officials but the punitive action has not been taken so far. It remains to be seen when the government will awake from the slumber and do the needful in this regard. Organizations like State Vigilance Organization and State Vigilance Commission have also recommended for taking action against the corrupt officials, but still then there is no action. In some cases sanction is awaited from the GAD with these cases pending for years now. Honest and upright officers and officials believe that stern action against the corrupt officials would send a strong message to the black sheep. They say that this would be the first step in making the system clean and free from corruption and other malpractices. These people have lots of hopes from the chief minister and say that Mufti should deliver goods on this front and that too at the earliest. If the state government fails to act against the corrupt officials then there is no need to have in place organizations like State Vigilance Organization and State Vigilance Commission. At the same time the efficacy of the State Accountability Commission would also be reduced. This would mean that State Accountability Commission is rendered as 'toothless tiger'. |
