Cash starved JCC Bank to spend Rs 70 lakh on promotion of 100 officials | | | Akshay Azad

Jammu, May 27: Administration of cash starved Jammu Central Cooperative Bank (JCCB) is likely to promote nearly 100 officials whose promotions were earlier kept in abeyance after finding them in violation of the norms. This proposed move will put a burden of Rs 70 lakh on the JCCB, as the promoted officials would also get additional benefits while the remaining 640 employees would be deprived of such benefits. Sources informed Early Times that these 100 officials include some "blue-eyed officials" and union leaders. "The proposal has been made in the backdrop of a proposed meeting of Finance Minister Hasseb Drabu who will review the functioning of banks and will discuss the proposal of amalgamation of all cooperative banks and banking societies under one head-Jammu State Cooperative Bank," the sources said. They said that these 100 officials include nearly 18 managers of Grade-II scale who would be promoted as chief mangers; besides 55 managers of Grade-I would be promoted on Manager-II posts, while more than 25 Junior Managers would be promoted to Manager-I posts. The sources said the promotion proposal is in the final stage. Recently, two Chief Mangers were promoted as Assistant General Managers, including Om Parkash Sharma and Puran Chand. "Interestingly, Sharma was appointed as stenographer and now he has been elevated as Assistant General Manager and against his undue promotions, resentment is brewing among his batchmates, as they are still on Manager-I posts," the sources said. They said that earlier also on October 21, 2014, promotion orders were issued by JCCB administration and several officials were promoted. They included nine Junior Managers (Banking) who were promoted to Manager-I posts while 19 Managers (G-I) were promoted to Grade-II posts. Moreover, six Manager Grade-I (Loan) were promoted to Manager Grade-II (Lone) posts and two Manager Grade-II (Loan) were also promoted to Chief Manager posts and six more Manager-II (Banking) were promoted to Chief Manager posts. The sources said that those officials, who were dropped by the administration had lodged a complaint to the then Commissioner Secretary of Cooperative Department SK Koul, who had directed chairman of the bank to hold an enquiry and submit report. The enquiry committee comprising Board of Director Agreju Ram Sharma, General Manager (Banking) Sarvan Choudhary, and Member Secretary SS Charak, in their report had recommended that proper procedure was not followed. All promotions were kept in abeyance. "Only 42 officials were to be promoted then, but now JCCB has decided to promoted nearly 100 officials so that whenever there would be amalgamation of all cooperative societies, these officials would be on top posts," the sources said. They added that if these promotions would be done, there would be additional burden of nearly Rs 70 lakh on the bank as the promoted officials would receive four increments. "JCCB has only 640 employees and their increments are delayed for the past two years on the plea that the bank has weak financial health. But how can the bank afford Rs 70 lakh for these likely promotions," the sources said. Jammu and Kashmir Cooperative Minister Tsering Dorjey said the decision of the bank administration would not be final. "We will give the final approval to the promotions and we will not be given approval with our eyes shut," he said, adding that they would go through the list and only after proper verification, a decision would be taken. |
