Anticipatory bail denied to Rajni Sehgal | Treasure Trove in Kot Bhalwal jail | | Early Times Report
Jammu, June 24: Vacation Sessions Judge Jammu YP Kotwal today rejected the anticipatory of bail of Rajni Seghal presently posted as Supt Udhampur Jail. According to the crime Branch case the FIR was registered against Rajni Sehgal and three other officials of prison department for allegedly misappropriation of precious 'gold coins' belonging to Medieval Period which were recovered from the Central Jail's premises of Kotbalwal in 2012. According to the Crime Branch, Rajni Sehgal then Superintendent of Jail Kot-Bhalwal (Jammu), Chakkar Havaldar Ravi Kumar, Mohan Lal and Suman Kumar were booked for misappropriation of unusual metallic objects (107 Medieval coins) found inside the Kot-Bhalwal Jail premises. The CB started investigation after the CB received a communication from the Home Department with recommendations from the Director General of Prisons J&K after they were suspicious about the role of then Superintendent Jail with regard to the recovery of medieval period coins. It was found in the CB probe that then Jail Superintendent Rajni Sehgal deliberately and intentionally remained mum and did not inform her senior officers or the district Magistrate concerned, regarding the recovery, as was required under the Treasure Trove, Act. "It was only after the initiation of the enquiry by the Prisons Department that she disclosed recovery of 107 coins in the month of November, 2012 by preparing fake and forged records mentioning wrong date and time of recovery and hurriedly referred the matter to Directorate of Archives, Archaeology and Museum (Jammu) in order to put a veil over her misdeeds and wrongdoings. "This all was done by Rajni Sehgal with the active connivance of her subordinate employees Mohan Lal, Ravi Kumar and Suman Kumar, in order to keep the senior formations in the dark and misappropriate the precious and medieval period treasure," they said. In this regard the CB has registered a case of fraud under section 420, 409, 465, 466, 467, 468, 471, 120-B RPC read with section 5/24 Treasures Trove Act, 1954. While rejecting the bail application, Vacation Sessions Judge Jammu YP Kotwal after hearing both the sides observed that considering the nature for of custodial interrogation, this Court is not inclined to exercise the discretionary power U/S 497-A of CrPC by granting pre-arrest bail to the applicant and dismissed the same.
