| In a democratic country, the real power lies in the hands of the electorates. During electoral
campaign the candidates affiliated with various political parties do canvassing using various
techniques and strategies. They make tall promises but once they are voted to power their politics is infected with amnesia and this politics of amnesia is as old as the democracy. The ruling elite comes into power in the name of "Service" and fulfilling of all the promises given to the public. The people who make to the democratic dispensation struggle a lot making even deceptive and unrealistic promises and also incur a lot of money upon their way to the temple of democracy and to get it (money) back they get lost from the public gaze putting on the back seat the promises give to the society.
Same is the case with J&K State also, here too the representatives of the people make tall promises making something impossible also possible, giving hundred percent assurance of providing the fundamental things of life …….. water, electricity, shelter, medicines and education but all these assurances and utterances remain elusive on ground very less is visible. Sometimes even promises are impracticable because no single party is voted to power and its agenda is no longer enforceable unless there is political convergence on certain issues.
In the sphere of non-fulfillment of the promises, Jammu region is blatantly being singled out. To add to fuel the biased political class snatched away from Jammu the Central Government sanctioned AIIMS for the region. The Atal Bihari Bajpayee Govt. had sanctioned an AIIMS for Jammu Region in 2003 and Sushma Swaraj the then Health Minister had laid down the foundation stone but unfortunately the successive governments at the Centre and State converted it into a Super Speciality Hospital.
There is a likelihood of polarization of Jammu and Kashmir on the pattern as it was during Amarnath Land Row agitation of 2008. Jammu people are of firm belief that PDP has taken away the AIIMS but it insists that it (AIIMS) was kept in CMP framed at the time of Coalition Govt. formation. It is crystal clear that the AIIMS has been shifted to Srinagar with the connivance of BJP. Without its agreement on this issue how it would have gone to Kashmir.
Advocate Abhinav Sharma Chairman of the AIIMS Co-Ordination Committee which is an amalgam of various parties social and other organizations has threatened to revolt against the authorities if they fail to keep up their promise of establishing an AIIMS at Jammu.
As of now, the state authorities have agreed to establish an AIIMS at Jammu for which the orders will be issued on or before July 20, 2015. To this, written commitment was given by a person not less than the Deputy Chief Minister of J&K………. Dr. Nirmal Singh and Minister for Social Welfare, Environment and Forests Bali Ram Bhagat. Again on July 06, 2015 Dy. Chief Minister Dr. Nirmal Singh talking to reporters at the sidelines of a party function at Trikuta Nagar, Jammu held on the 114th Birth anniversary of Veteran Politician and founder president of Bhartiya Jan Sangh Dr. Shyama Prasad Mookerjee, reiterated that on the setting up of separate AIIMS in Jammu, the Union Govt. will take a decision soon and its announcement will be made as per promise before July 20, 2015. Another assurance was given by National Vice President of BJP Avinash Rai on July 8, 2015 that announcement regarding establishing of separate AIIMS for Jammu will be made as per assurance of Dy. Chief Minister, Dr. Nirmal Singh.
The AIIMS Co-Ordination Committee under the leadership of Advocate Abhinav Sharma, President of Bar Association, Jammu and Kashmir High Court at Jammu is keeping it strict wait and watch upon the intention of State and Centre Govt.'s and will not allow them to forget their promise now. The rumours are doing rounds that Jammu may get Campus AIIMS as Bhaderwah, Udhampur, Doda and Kathua have Campus Universities of Jammu University and main AIIMS will be at Srinagar but this proposal is never acceptable Jammuties. They will not accept anything short of full fledged AIIMS.Good thing is that AIIMS Co-ordination Committee has not given any relaxation to BJP in forgetting the promise with the threat of indefinite agitation with the complete shut down of Jammu Region on this emotive issue. Instead of relaxing on this demand the ACC is continuing with its efforts of large scale mobilization of Jammu Region people against the discrimination being exercised by the Central and State Govt. in setting up of an AIIMS at Jammu. The response of the masses from Jammu Region has been overwhelming and heartening. The AIIMS may not be an issue as sensitive as that of religious Amarnath Land Row of 2008 but it is nontheless an issue that has hurt the psyche and honour of the Jammu region people.
The basic purpose of opening AIIMS in different regions and states of the country is to provide Super Speciality Healthcare facilities within the reach of poor and middle class segments of the society as affluent people normally get this facility in private sector, medical institutions at cost which they can easily afford. The pro-poor vision was of Atal Bihari Vajpayee Govt. and was carried forward faithfully by U.P. Govt. and now by NDA.By no criteria Jammu can be avoided from this facility. Jammu Division’s total area is 26,294 Sq Km and that of Kashmir Valley is 15,520 Sq Km. Population in Jammu region is sparsely distributed, maximum area of it is mountainous with less road connectivity and difficult reach. Patients cannot have access to the health facility even at the District and Tehsil Headquarters, most of the patients breathe their last without getting proper treatment whereas the Kashmir valley is much more relaxed with maximum plain area covered with dense population. Kashmir had already one premier medical institute in the shape of SKIMS for the last three decades providing specialized treatment to the patients.
Jammu is well known for secular and nationalist spirit but its tolerance must not be taken granted while pleasing Kashmir. It has right to assert for its legitimate rights, interest and honour. Valley always gets priority in securing of institutions from the beginning it was given Regional Engineering College and Medical College whereas Jammu had to struggle for them.
Other political parties are desperate to fill up the political space left open by BJP by distancing itself from the AIIMS other promises and problems. Panther Party is putting its best to bounce back as it has very impressively staged a Dharna at the Jantar-Mantar of National Capital at Delhi and the Congress is also in the race of cashing in on the situation. BJP has got two opportunities before it to regain its political sheen and credibility, first State BJP Leadership is on its way to Delhi to attend a conclave called by party high command Amit Shah to take stock of the performance of BJP State Ministers and to know about legislatators and other leader's mind getting feed back about the working of Coalition Govt. in the state. Here the BJP can capitalise the occasion by putting forth the issue of AIIMS forcibly in one voice and make the BJP Leadership understand about the discrimination being exercised against Jammuties and get sanctioned the much hyped and delayed AIIMS for Jammu and ensure that the politics of forgetting becomes a thing of the past. Secondly, the Honourable P.M. is paying a visit to Jammu on July 17, 2015 to attend centenary birth celebration of Girdhari Lal Dogra who had served the state as Finance Minister and also held other important positions in the congress. Hereto the BJP leaders can access the P.M. and can convince him to sanction the separate AIIMS for Jammu. If nothing of the sort propitious happens an AIIMS Co-Ordination Committee is forced to re-launch its synergized and invigorating agitation after July 20, 2015. It may include other issues………….. making two years B.Ed. Course for Jammu and One Year's for Kashmir, less representation of Jammu in Govt. services, old issue of Refugees and many others. It is high time for the subdued BJP to take call otherwise there is a very congenial ambiance for the other political parties to reap the harvest. |
