Bukhari insisting on engaging Japanese Co for drainage project, MoS objects | R&B Minister's 'meddling' in Housing Ministry may land Dy CM in trouble | | Early Times Report JAMMU, July 29: One of the inner circle Ministers of Chief Minister Mufti Mohammad Sayeed and R& B Minister Altaf Bukhari's 'meddling' in Housing and Urban Development Ministry may land the Deputy Chief Minister Dr Nirmal Singh who is incharge of the ministry in trouble unless he realizes the implications of what the former's motive is behind these nosy moves. Bukhari is reportedly insisting on engaging a Japan based company for drainage clearance works in Srinagar without codal formalities which Deputy Chief Minister has not questioned and agreed to give a go ahead signal. Sources said while Bukhari is making all out efforts to have things in favour of one of his close relative in this venture, things have not moved the way Bukhari wished as Dr Singh's junior minister MoS Housing and Urban Development has not only raised objections but put his foot down with certain valid queries. Sources said Bukhari recently gave a presentation in front of the Chief Minister , Finance Minister , Housing Minister and others while introducing Toshiba as one of the best companies that can solve drainage issues plaguing Srinagar city which have aggravated post flood situation. In this he contended that engaging it can solve many problems related to drainage besides clearing the choked drains for long in the city. Source said the minister in charge Dr Singh, also a novice about the field and ignorant about mandatory steps in engaging a company from outside gave his nod which prompted the Commissioner Secretary and other officers to go his way in obliging the PDP Minister. However, what has stalled the whole process is the genuine interference by the junior minister MoS Ashraf Mir who despite being a minister from his party has resisted it while contending the company could not be engaged without proper codal formal formalities and without inviting tenders, a mandatory procedural step. To set the record straight, Mir is said to have written a letter to the concerned Commissioner Secretary as to how could the company be engaged directly without inviting tenders and other formalities. Sources further said that even though this work is not at all in the jurisdiction of R&B Minister, he is adamant on it only to push and promote the interests of a close relative who is the local representative of the Japan based company in J&K. Though Bukhari is said to be pressurizing the concerned Ministry and officials in getting this through, MoS Ashraf Mir has taken a stand which is blocking it for now. It is time for Deputy Chief Minister to muster courage to say that he can't oblige until the procedural formalities were completed first, sources said. |
