Jammu, July 30: In what can be seen as one more PRO following footprints of infamous Kewal Sharma, PRO to ex Deputy Chief Minister of the state, the conduct and modus operandi of working of the officer so appointed by Speaker of J&K Legislative Assembly Kavinder Gupta is not just raising the fingers in the echelons of various government departments but making the workers within BJP to draw a parallel. As the said officer has set everything in his hands and started wielding power and authority more than his boss, his conduct already under gaze has the potential of denting the image of otherwise honest and an upright Speaker, if not reined in time.
Sources said the name of one Ashwani Khosla appointed by the Speaker Kavinder is being discussed and questioned in all quarters as he is said to be imposing in an authoritative manner in all government departments and political circles, more than what is required as an PRO. Sources said he is not only authoritatively dealing with all administrative departments for the constituency works but is imposing as the sole power centre ignoring and pushing the commoners to political workers who burnt mid night oil for Kavinder Gupta's victory in the constituency. He seldom attends the phone calls of workers in need of help nor does he convey the messages, no matter of quite a significance to his boss, said the sources while explaining the conduct of the said PRO. His behaviour is contrary to what should be that of an PRO as a bridge between the masses and the elected representative, said the sources adding that he usually keeps distance and acts like an administrative officer.
Sources further said that he has one vehicle from the state Assembly at his disposal and is surrounded any point of time by at least 2-3 employees from the Assembly Secretariat. With his commanding attitude the PRO influences the officers in departments like PHE, PDD and gets things done the way he wishes them to work, said the sources adding that genuine requests for such works in the constituency from commoners are not at all heard , leave aside listed by the PRO. This has created a lot of resentment within rank and file of the party where many now question his position as to whether he is PRO to Speaker or PA to Kavinder Gupta in capacity of an MLA. His position needs to be made clear as right now he is clubbing his role as both, said the sources . However, people irked over his conduct and style of working in just few months have raised this point that if he has been appointed as PA, then he has no right to cross his jurisdiction and meddle or deal with administrative works as PRO to Speaker. Moreover, what has irritated the workers is the fact that the said officer doesn't belong to the constituency and is therefore very less acquainted with the problems of the area and the workers who matter for the BJP as the leadership considers victory of BJP in Gandhi Nagar constituency as far more hard earned and vital than any other constituency for political reasons, sources explained. They want the Speaker to look into the matter and pull him up for allegations that are growing loud by the day, lest the word goes far and wide that one more infamous PRO is in making. |
