Gulmarg Land scam, RDA scam dent SVO's credibility beyond repair | Complaint against wife of senior SVO officer still swept under carpet | | Sumit Sharma ET Report JAMMU, Aug 19: The credibility of the State Vigilance Organization (SVO) has come under scanner as displaying unprofessionalism and biasness, its sleuths allegedly provided safe passage to the accused. Gulmarg Roshni scam, Rajouri Development Authority scam and the untouched complaint against the professor wife of the senior officer of Vigilance Organization (now retired) are just a few examples. The complaint against Mohd Javed Khan then Chief Executive Officer and other officers in Rajouri Development Authority scam was lodged before the SVO but it observed mum till a PIL was filed. Further, if the vigilance sources are to be believed, the complaint lodged against the professor wife of the senior Officer of Vigilance Organization(retired) is still under carpet . This complaint is to one against Principal Women College Parade Hemla Aggarwal and Nutan Resrotra, former BOSE Chairman. The tale of vigilance's wrong doing does not end here. The Vigilance Organization which earned acclaim for unearthing of Gulmarg Roshni Scam had to eat humble pie when previous Government during the last budget session of the State Legislature in reply to Q No. 108 stated on the floor of the House that in the world famous Gulmarg tourist resort no transfer of land or conferring of ownership rights on any private person has taken place under the J&K Roshni Act. The message was clear that no transfer of land under Roshni Act has taken place at Gulmarg in 2007. The SVO also received a dent when the Law Department and the then advocate general also gave in writing that no case was made out against the officers. Worthwhile to mention here that several senior high-ranking officers were booked in this case which included then Divisional Commissioner Kashmir Mehboob Iqbal and senior IAS officer Baseer Ahmed Khan, who was the then Deputy Commissioner Baramulla. The matter is sub judice. It was revealed that applications for the transfer of just 14 kanals of land at Gulmarg which were raised before 2004, were received by the then Deputy Commissioner, Baramulla. In the meantime, one of the government departments raised objections on transfer of title of the land in question on the grounds that the land falling under jurisdiction of the tourism development authorities does not come under the purview of the Roshni Act and as such applications received under Roshini Act from these areas shall not be entertained. The matter was referred to the Revenue Department which forwarded the case to the Law Department for interpretation of the Roshni Act. The Law Department and the Advocate General opined that the Tourism Development Authorities do come under the purview of the Roshni Act. Despite favourable opinion from the Law Department and the Advocate General and the nod from the Revenue Department, no vesting of ownership rights has taken place because the Chief Secretary vide communication No Rev/nazool/NDK/08 dated 22.07.2008 had instructed the Deputy Commissioner Baramulla to keep the process on hold till the matter was legally re-examined and the Deputy Commissioner immediately complied with the same. The process is still on hold. |
