MHRD chokes SSA funds to JK | Building owners yet to receive rent | | Muhammad Mukaram
Early Times Report Srinagar, Aug: 29: With an aim of achieving the objective of universal primary education across the country, the Union Ministry of Human Resource Development (MHRD) has stopped the grant to Sarva Shikhsha Abhiyan (SSA) schools in Jammu and Kashmir, as the private building owners here have not received rent from last several years. According to documents available with Early Times, under this SSA Scheme the expenditure on the programme was shared by the Central Government (85%) and the rest (15%) by the State Governments. "The poor performance of the state administration has compelled the MHRD to choke all the funds meant for Sarva Shiksha Abhiyan (SSA) schools in J&K. Unfortunately the State government is also in deep slumber regarding this scheme," source said However, sources in the Education department said that from last three years, the Ministry of Human Resources Development have taken a strong note on the JK state for failing to meet the annual targets from past many years. "The rent of rupees 2000 to the every SSA schools of J&K has been stopped. The decision was taken by the Union Ministry of Human Resource Department after the state failed consecutively to meet the annual targets in the recently held Project Approval Board (PAB) meeting," sources said. "The officials are being asked to complete the previous rent charges of the school buildings by the school building owners. However, the higher ups are tight lipped over the issue as they are yet to take any decision over it thereby putting the educational career of the students at stake," he said, adding that the building owners can seize their private property any time if the authorities fail to clear the previous rent charges. According to the annual MHRD survey, a few years back, the MHRD has approved a target of 10433 school buildings out of which 1505 SSA school buildings are still incomplete. The survey further reveals that the students hailing from J&K have the poorest reading comprehension at an all India level event and hence scored lowest in entire India. "Students of Jammu and Kashmir scored lowest average score (217) in reading comprehension while the state Kerala topped the list," survey further adds. Sources informed that the PAB has already refused to approve State's proposal for the spill over rupees 199.65 lakh of the year 2012-13 which has not been cleared and utilized by the State. They said that earlier the rented schools in JK were 2300 but the same has been increased after the government started the rationalisation process of government run schools. "However, the grant to the SSA schools are yet to be cleared," sources informed. They added that due to the various reasons, the state administration couldn't complete the construction works of SSA schools. Thus, simultaneously the liabilities for construction of schools increased. Admitting the facts that the grant has been stopped by the union Ministry of Human Resource Development, one of the higher official of SSA scheme, said, "The funds have been stopped since last three years thereby creating difficulties to the school authorities." He informed that the request has been sent to the higher ups in this regard and hopefully they will look into the matter and will come up with the conclusion at earliest. |
