| Education department in a mess, education minister need to address the issue | | | Early Times Report
Jammu, Aug 29: The Jammu and Kashmir education department might be trying to streamline the system by holding screening test for Rehbar-e-Taleem teachers but the basic issue of providing quality education to students of far flung areas remains are grave concern.
J&K education minister Nayeem Akhter might be committed and sincere about bringing the changes in the already defunct system of his department but he is not addressing primary concerns of pupils and their parents.
ReT teachers were appointed with an aim of providing primary education to students of far off areas where posting general line teachers were next to impossible and every teacher, by hook or crook, was managing transfer of attachment from that area. When ReT teachers were appointed, local qualified candidates were given preference in this policy.
For some years the system seemed to be running smoothly but to get political mileage and use ReTs as vote bank, previous government led by Omar Abdullah allowed ReT teachers' transfers which created imbalance in the system. These ReT teachers have been transferred from their actual place of posting to the posts of general line teachers which has turned theeducation system upside down.
Originally ReT teachers were absorbed against Sarva Shiksha Abhiyan (SSA) posts, created for the only purpose of providing quality education at far flung areas of Jammu and Kashmir. But after managing transfers, they are now occupying general line teachers' posts and their own SSA posts are vacant.
Recently, J&K Service Selection Board (JKSSB) selected general line teachers in almost all the districts of the state and the list was forwarded to education department for further processing.
Now, the education department is facing difficulty in absorbing these general line teachers as most of their posts are being occupied by ReT teachers. These general line teachers can't be absorbed against SSA posts which will create further problem of releasing their salaries.
There is only one solution to the problem which is to send back ReT teachers to their original place of postings and absorb general line teachers against their original posts. Otherwiseeducation department will go further into deep mess and at that point of time, neither Nayeem Akhter not any other education minister will be able to streamline the system. |
