| The Moonsoon session of Parliament which began on 01-08-2015 transacted no business amidst consistent uproar in both the houses by the opposition raising the issues of Lalit Modi former IPL commissioner of cricket in India. The main opposition Congress demanded that external affairs minister Smt. Sushma Swaraj and Rajasthan Chief Minister Smt. Vasundra Raje must resign on moral ground as both these leaders have been found involved in Lalit Modi deal and moreover both these leaders helped Lalit Modi to leave India for London. Mr. Lalit Modi have by fraudulent means earned huge money and these two leaders shared the amount and are beneficiaries of Mr. Lalit Modi deal. Govt. of India has declared Mr. Lalit Modi as fugitive, money launderer, and absconder issued non-bailable warrants through Interpol for his immediate extradition to India and his subsequent arrest. The congress was adamant to seek the resignation of Smt. Sushma Swaraj and Smt. Vasundra Raje beside removal of Madhya Pradesh Chief Minister Shiv Raj Singh Chauhan in Vayapam scandal. The entire session of Parliament was washed away and 119 hours of both the houses were wasted. Apart from this the total loss of 1.78 trillion of rupees, Total of 34 hours of Lok Sabha and 54 crores rupees lost and in upper house 85 hours and127 trillion of rupees lost. However, in Lok Sabha 47 hours were utilized for carrying some important business. In Lok Sabha in 6 hours daily business there was expenditure of 9 crores. In upper house (Rajya Sabha) in 5 hours daily business, there was loss of 5.5 crores rupees and it was 1.1 crore in one hour. Further in Rajya Sabha no business was transacted during the monsoon session but in Lok Sabha only 6 bills were passed out of 10 bills presented. Lalit gate and Vyapam issue was dragged in the street instead of discussing it in the Parliament and even Smt. Sumitra Mahajan speaker had to adjourn the Parliament several times and even went to the extent of suspending congress parliamentarians for 5 days for creating obstacles in the smooth functioning of parliament. Parliament is an august house of Indian democracy and speaks of high secular values for which our great leaders like Dr. Rajinder Prasad, Pt. Jawahar Lal Nehru, Maulana Abul Kalam Azad, Dr. AB Vapjai, Sarab Palli Dr Radha Krishan, Sardar Valhab Bhai Patel and galaxies of great Indian political stalwarts shared the dais in this great house and always maintained sanctum sanctorum of Parliament house. The highest law making institution. India is known in the world on the basis of largest democracy and its secular fabric. The two important bills one pertaining to land acquisition and 2nd GST were important bills to be passed in the monsoon session of parliament but due to unprecedented uproar during the session by opposition, these two bills could not be passed and hence wasted the precious time in the parliament business transactions. We got this opportunity to discuss public issues through their representatives in the parliament in a free and fair manner but it should not take shape of arena of combat rather than discussing the issues in the form of a healthy debate. Our greater leaders like Dr. B. R Ambedkar the architect of Indian constitution advocated for healthy debate with in the principles of Parliament decorum and sanctity and raising of issues in a descent manner keeping in the mind the parliament procedures and ethics. It is the duties of young incubents who are fresh and first time internees in the parliament. It is well said that when old cock crows young one learns so parliament is an institution in itself. Members of parliament raising above party affiliation must fallow the official decorum in raising their voice ferocity. The ruling dispensation at the centre has to run the country by enforcing its innovated policies and programme and passing of certain important bills and its implementation is the vision of govt. There have been many instances in the past that parliament adjourned on several occasion on various issues but business never got affected but this time, washing away of 23 days of monsoon session was a unique example. The frequent move of opposition to jump in the well in the house that too with displaying of play-cards and disrupting proceeding amounts to high indiscipline seen and watched by nation during the live broad caste. It carried a bad impression and people of India are highly perturbed over the way the opposition behaved in the parliament. Every problem has its solution. Parliament especially Lok Sabha (House of People) is mainly commanded by Yuva Morcha with MPs of smaller age group and are not well conversant with Parliament way of functioning. When prime minister has to speak there won't be any interruption during his speech and it has been oftenly seen the pin drop silence is observed and entire house listen. This time Prime Minister wanted to deliberate on issue which were confronting the parliament functioning and thus lead to an impasse which ultimately wasted the entire monsoon session and hence no transaction of important business took place. After all NDA remained in opposition for pretty long time but the situation like this never happened where important bills were not taken up, discussed and passed. In democracy every individual eagerly awaits for positive outcome of parliament functioning. UPA should have allowed atleast some business in the parliament to transact but rather created unprecedented scene and entire nation watched the functioning of parliament in most undesirable manner. The people frequently interacted, where were those days of Pt. Jawahar Lal Nehru, Indira Gandhi and AB Bajpai where there was proper discipline in the parliament and due respect was given to the chair of speaker. They were great leaders of this country and they always uphold the great values of parliament functioning. |
