Model villages lack basic amenities

Pulwama, Sept 5: To ensure inclusive development of villages, an innovative idea of Model-Villages had been incorporated by the government some years ago. Accordingly, out of total 117 designated villages across Jammu and Kashmir State, seven were chosen from Pulwama and Shopian districts and the process of modernizing them has officially been completed.
The former Minister for Rural Developments and Panchayats, Ali Mohammad Sagar had claimed that all the identified villages have been given the shape of model villages. However, on ascertaining the actual status of these so called model villages, one gets puzzled to identify the prism where from they would look so.
These villages are in shambles. They still are lacking basic amenities ranging from housing, sanitation and roads.
Belloo Durgund, a model village, five kilometers away from Pulwama town significantly portrays the picture of being far away from being a model village. This village having population at least 6500 souls had been designated as a model village in 2005 with an estimated cost of Rs. 1.20 crores.
The inner lanes, by-lanes and drainage system are in shambles and in a dilapidated condition. A minute precipitation inundates almost all the lanes and by lanes of this model village," said a local.
"The computers which were sanctioned for the rural information centre (RIC) have been kept by the village level worker (VLC) at his own home and not in the centre.
It has been six years since the RIC building has been constructed in order to let the youth and the other villagers to seek the benefits of computer and related technology but it has never been made accessible to the people and always remains locked" said the locals there.
Interestingly, the locals claim that designating Belloo as the model village has stagnated all developmental initiatives of the villages. "Whenever we approach for any official assistance, we are being ignored on the basis of already being developed", they said.
The main focus of the model village plan was to develop infrastructure facilities and basic necessities in the villages and raise the level of health and education.
However, the village of 6500 populations, the villagers is still benefited only with a government middle school.
Condition in another model village Konibal in Pampore block is no different. All the main roads in this model village are in a mess.
Same is the picture of other five villages which ought to have been the archetypal of proper housing and sanitation and other facilities.
The Rural information Centers established in these model villages have no staff available. The lock and the money spent on the purchase of computers have gone down the drain.
