Jammu, Sept 5: High court judge Janak Raj Kotwal has stayed the government order whereby incharge executive engineers (Xens) -- Ghulam Nabi Ganai, Latif Ahmed Malik and Kuldeep Kumar Mangotra -- were temporary placed as incharge Superintending Engineers (SEs), civil, hydraulic wing, in their own pay and and grade on stop gap basis. This order was passed in a petition filed by Doulat Ram Bhagat and Ved Parkash. They submitted through their counsel that this order had been passed in violation of the order of High Court whereby it had restrained respondents from filling up the post of SEs in the hydraulic wing of PWD on stop gap, ad-hoc, incharge or arrangment basis till next date of hearing. It was submitted that contrary to the court direction, PHE commissioner had issued government order No 240-PW(HYD) dated August 21, whereby three Xens were temporary placed as incharge SEs in their own pay and and grade on stop gap basis. Justice Kotwal, after hearing the petitioners' counsel, issued four weeks' notice to state through PHE commissioner, PSC through its secretary and temporary promoted SEs and directed them to file response and in the meanwhile the court stayed the government order No 240-PW(Hyd) dated August 21,2015 whereby the private respondents had been temporary placed as incharge SEs (civil) Hydraulic Wing in their own pay and and grade on stop gap basis.
