| Embezzlement of SSA funds in Beerwah | | Locals seek strict action | | Early Times Report
Srinagar, Sept 6: The residents of Beerwah of Budgam district have demanded strict action against the accused official of education department who have allegedly embezzled Government funds provided to the educational zone under Sarva Shikhaa Abhiyaan (SSA). The authorities had even suspended a head assistant of the department for these irregularities but till date the department is yet to launch investigation against him and according to sources the official has been reinstated as well after remaining suspended for around 5 months.
Pertinent to mention that a case of embezzlement had come to public domain in education zone Beerwah after the departmental inquiry made it clear that an official has withdrawn lakhs of rupees illegally under SSA from the Govt treasury. The authorities are yet to initiate action against the involved head assistant who according to sources is being shielded by a strong lobby of officials in the school education department .
As per details available a head assistant who until recently was posted as Head Assistant at Zonal Education Office (ZEO) Beerwah has embezzled more than ten lakh rupees from SSA account after showing fake works being executed during construction of kitchen blocks for Mid Day Meal (MDM) scheme. After the matter was exposed the matter was refered to District Vigilance Officer Budgam who was appointed as the enquiry officer by the concerned Chief Education Officer (CEO) vide his order No: CEOB/NT/34687-88 Dated: 24-2-2015. After the enquiry officer submitted his report the said official namely Ghulam Nabi Qadri was suspended. Inspite of his suspension the official kept interfering with the Zone office work and the ZEO Beerwah was forced to write a letter to the CEO Budgam, Director School Education Kashmir and Minister for Education vide his Letter NO: No.: ZEOB/1988-89 Dated 21-02-2015.
The ZEO's letter reads as :
"Because suspension of the accused official Ghulam Nabi Qadri
Incharge Head Assistant in the pending Enquiry needed approval of worthy Director Education Kashmir which remained awaited. The accused official has challenged his suspension before the Hon'ble Court therefore to avoid legal complicacy undersigned withdrew the suspension part of the official and all the other conditions laid down in the above Order No. ZEOB/15/1988-89 Dated: 21-02-2015 where kept unchanged. The official was relieved of the charge on 21-02-2015 but he has unauthorisedly /forcefully held the charge. The official is a
habitual cheater, fraudulent, corrupt and arrogant. He is used to uncivic and unparliamentarily language. He was placed under suspension till pending enquiry against proved documentary evidences of cheating and embezzlement of SSA Accounts with the fair intentions to stop him from embezzlement of public money. But due to legal complicacy for want of approval of the suspension from Director School Education undersigned withdrew the suspension of the official. As already mentioned in the above, the official is a habitual cheater and corrupt one"
The letter further reads as "
"He has held the charge without authority. I have no trust in him, therefore, I fear further embezzlements through the proceedings during his being incharge of SSA accounts. I am holding additional charge at Zone Beerwah since 11-12-2014. I have to look into the affairs of Zone Soibugh (My Original Place of Posting) also. On the basis of mistrust and fearing embezzlements/misappropriations through the official proceedings carried by Ghulam Nabi Qadri I/c Head Assistant I am helpless to operate upon the SSA Accounts at Zone Beerwah. It is, therefore, submitted for information and further necessary action at your end"
"After ZEO's letter the matter came into notice of Education Minister as well as Director School Education Kashmir. The official was attached with Directors office in Srinagar around six months back but the Director school Education Kashmir Showkat Ahmad Beigh (now transferred) did not took any action against the said official and instead got him reinstated . We appeal newly appointed Director School Education Dr Shah Faisal to reopen this case and initiate a fresh probe against this corrupt official" said Farooq Ahmad a local resident of Beerwah while talking to Early Times. |
