10 years on, Kandi Panchayat ghar building awaits completion

Rajouri, Sept 6: Panchayat members and the inhabitants of Kandi village and its adjoining areas are facing many difficulties to organize meetings related to public welfares as the 'Panchayat Ghar Building' for which the construction work was started about 10 years ago is still incomplete.
Non-availability of funds and casual approach of the State Government towards making the village based administrative unit fully functional.
A gram panchayat is the cornerstone of a local self-government organisation in India of the Panchayati Raj System at the village or small town level, and has a Sarpanch as its elected head.
The members of the Gram panchayat are elected for a period of five years. The seats are reserved for Scheduled Tribes (ST), Scheduled Castes (SC) and women. The members of the Gram Panchayat are elected by the members of Gram Sabha.
Sukhpal Singh ,SDM Kotranka-Budhal said that as the funds were not released, the remaining construction work of the Panchayat Ghar at Kandi couldn't be completed.
To ensure that all Gram Panchayats in the country have Panchayat Ghars, Ministry of Panchayati Raj provides financial assistance to the States under the scheme of Rashtriya Gram Swaraj Yojana (RGSY) for construction of Panchayat Ghars at Gram Panchyat (GP) level at the cost of Rs. 10 lakh per unit including 25% State share.
Panchayat Ghars are also being constructed under the Development Grant component of Backward Regions Grant Fund wherein untied grants are released to 250 identified backward districts based on the Decentralized District Plans.
Now, question arises the construction work was started about 10 years ago, then where the funds have gone? Has the Government not released the funds during last 10 years to complete the building or the money was misappropriated, it is a matter of investigation?
Mohd Din, Mohd Usman, Ghulam Din and other inhabitants of the area have demanded an immediate completion of Panchyat Ghar building so that it may be utilized by the inhabitants of the area.
"Many a time the matter was taken up with the district administration but despite hollow promises nothing has been done in this matter" said Anwar Hussain.
