Unauthorized pet shops mushrooming, animal abuse on rise, authorities unmoved

Jammu, Sept 9: Unregulated pet shops are mushrooming in posh Jammu and in its city outskirts in Jammu region but the concerned authorities are in deep slumber to the rising animal abuse in the name of breeding animals.
Although 'SAVE -Save Animals and Value Environments' chairperson Rumpy Madaan is endevouring to create awareness among people and those who are in animal rearing trade to get the due licences with Animal Welfare Board of India (AWBI) which is mandatory for the rearing but the concerned authorities Jammu Municipal Corporation if (JMC) seems least bothered to it.
Last year in June, Chairperson SAVE also had submitted a representation to the then Commissioner Jammu Municipal Corporation to help stop the abuse being faced by animals at the breeding farms and pet shops but all in vain.
But who cares for the poor animals, the animal rearers are minting money by selling puppies while keeping these breeding dogs in pathetic conditions knowing the authorities are in deep slumber.
The animals from cold climate regions are kept in hot sunny days tied up on roof tops without access to proper water or food and many animal suffer of 'zoo-cosis syndrome and hurt themselves by hitting here and there in frustration.
If recalled here raids were conducted on June 25 last year by the Jammu Municipal Corporation on 'Animal planet' in Roop Nagar and 'empire pet ' in Gandhi Nagar but till today only 1 shop has been liscensed. Though it was repeatedly advertised in the newspaper by the Veterinary Officer Jammu Municipal Corporation but this plea remains unheard as the people involved in the trade know that the authorities are toothless and weak enough to take action against them and they go ahead with their illegal activities. Almost after one and half year after series of raids, today the animal activist RumpyMadaan, once again noticed the dogs howling and barking from the roof of the pet shop Animal Planet, She knocked at the door and decoy herself as a buyer when she alongwith the owner climbed to stairs she saw 15 dogs of different breed again tied up on the roof top.
"In hot weather without shade one pregnant female bitch close to deliver date was desperately trying to sit close to the shadow of the wall which was far from her reach as being tied! The animal activist took some pictures and video-graphed the situation at animal breading centre and lodged a complaint with Police Station Janipur.
She also had submitted a letter at the DIG JKS Range AshkoorWani's office too. However, according to animal activist, the police have asked her to provide copy of the pet shop rules and the module of supreme courts directions on animal abuse issues so that they can sensitize their other police stations about animal abuse issues. Pertinent to mention that as per the Animal Birth Control Rules, 2001 framed under the Prevention of Cruelty to Animals Act, 1960, all breeders and exhibitors of dogs have to get registered with the Animal welfare boards of India (AWBI).
