Early Times Report

Jammu, Sept 14: A delegation of Jammu University SC/ST Employees Association called on the Vice-Chancellor Professor R D Sharma in his office-chambers today and apprised him of the concerns of the Scheduled Caste and Scheduled Tribe employees in the University.
Association President R.L. Kaith mentioned to the Vice-Chancellor and the Registrar that the main objective of providing reservation to SC/ST in civil posts and services of the Government is not just to give job to some persons belonging to these communities and thereby increase their representation in services but to uplift these people socially and educationally and to keep some place for them in the society.
Association members said that despite a large number of legislations have been made, instructions issued and policies chalked out for the uplift of people of these communities, the University of Jammu has never taken steps to implement the reservation policy for them in toto, which is evident from the seniority lists of employees issued by the Establishment Branch from time to time.
In the seniority lists, the roster points meant for SC/ST candidates seem to have been occupied by the general category candidates whereas, as per the law declared by the Supreme Court to this effect, the reserved posts cannot be de-reserved or filled up with the general category candidates.
Kaith submitted to the Vice-Chancellor a clarification regarding reservation roster points, sought from the Social Welfare Department through the Department of Law, Justice & Parliamentary Affairs. The Vice-Chancellor handed over the same to the Registrar for implementing the reservation roster points in promotions accordingly. The Vice-Chancellor assured to place the matter before the competent bodies of the University for Consideration.
Association members urged the Vice-Chancellor to provide a suitable accommodation to the Association for establishing its office on the campus.
The Association members thanked the Vice-Chancellor and the Registrar for listening to them patiently and assuring to act on all issues that were discussed during the meeting.
