The OROP in quagmire
Col Dr Virendra Sahi9/14/2015 10:27:43 PM
Justice with the ESM fraternity after the 1973 onslaught when their pensions were drastically brought down from 70 percent to 50 percent was delayed for all these years. Over the decades many false promises were made that remained unfulfilled. The outgoing UPA Govt in 2013 passed the halfhearted buck on to the overenthusiastic new guard of NDA who deli dallied over the issue till they could. Some semblance to seemingly real resolve came only under mounting pressure from the United Front of the ESM Organizations. The ever powerful bureaucrats never took kindly to any move that favoured the Defence forces community in general and the fraternity of ESM in particular. They tried to put across all kind of spokes to stall the award of OROP although approved twice by two parliaments; as recommended by the Bhagat Singh Kosiyari Committee. The latest developments on OROP have cofounded the confusion by not only further delaying but also diluting its scope, distracting the very purpose by deceit, disinformation and dodging techniques. They worked their anti- Fauji tirades and have greatly succeeded through a politically novice Raksha Mantri, a cunning and known biased Vanijya Mantri licking wounds of his political defeat at the polls at the hands of an ESM opponent and his ESM supporters at Amritsar and an ever promising over committed and not-so-well meaning Pradhan Mantri.
All kind of falsehood was let loose. Where in the world you have OROP? Where in the world have you slashed the Armed forces pension scales? Most Armed forces in the world are getting 70 to 75 percent pension.
Where in the world you have the inefficiency galore that DA can be worked out twice a year, civilian staff can work out their own NFU annually on case to case basis but not the retiring scales of ESM under OROP. A country can calculate for mission 'Mangalyan' and the GSLVs but not the pension of the poor war veterans and widows of war heroes that martyred in the defence of the nation.
Where in the world a legislator walks away with life time pension even after being in office for one day while the Short service Officers get nothing even after hazardous tenures of 5 years in most hostile serving conditions and difficult areas.
And Lo! Beat ESM on the VRS that was never introduced for them. It is dishonest wickedly treachery galore with the only seeming purpose of keep the Armed forces subdued and at a lower priority. Where in the world you pressed ESM so hard to drive them to the streets to get their genuine claims of pensions?
Why have no representative of Defence forces on the CPCs every 10 year. This OROP (One Rank One Pension with revision every 5 years) has swanked in disgust the earlier parliamentary decisions, killed the very concept of OROP after 42 long years of 'carrot' display ploy.
There is no coordination between what the three ministers mentioned earlier have been talking and seemingly no real hold on what the Babus have been flaunting.
It is bankruptcy of fair governance, a mockery of decision making and total disregard of the aspirations of those who gave their best years to the nation and the Vir Naris who sacrificed their most precious possessions i.e. their husbands, sons, brothers and bread earners. See the comments and placards being displace across LoC. See the long lasting impact on the ESMs of tomorrow. Can India have the face of hoping for their unflinching dedication and sacrifices for all times to come after this blatant apathy, ill-treatment, deprivation of legitimate rights and refusal to restoration.
